<br />AGREED SCOPE OF WORK
<br />1. PURPOSE. The Parties establish the Consortium to receive coordinated regional advocacy, federal funding
<br />strategy, legislative monitoring, appropriations support, and grant consulting services from TFG.
<br />2. PERIOD OF PERFORMANCE. Services are intended to begin October 1, 2026, and continue through
<br />December 31, 2027, unless modified, extended, or terminated under the County-TFG contract and this
<br />Agreement.
<br />3. COUNTY-TFG CONTRACT AND SCOPE. Before any Party executes this Agreement, the County shall
<br />attach as Exhibit A-1 the fully executed County-TFG Contract, including the final statement of work. Exhibit A-1
<br />shall state or incorporate the fixed fee and fee cap, reimbursable-expense policy, term, termination and
<br />suspension rights, performance standards, included capacity or hours, project or application limits, response
<br />times, meeting expectations, deliverable formats, Party-specific service limits, prioritization method, and process
<br />and rates for out-of-scope work. The County-TFG Contract controls TFG’s performance obligations and fees if a
<br />conflict exists. No Party is required to perform under this Agreement until Exhibit A-1 is attached and the
<br />conditions in Section 6.1 are met.
<br />4. INCLUDED SERVICES.
<br />A. Regional Advocacy and Countywide Platform Development
<br />Conduct a strategic assessment of shared regional priorities and individual Party priorities.
<br />Assist the Consortium with development and refinement of the Countywide Platform.
<br />Develop briefing materials, issue papers, project summaries, and other materials supporting approved shared
<br />priorities.
<br />Support external communications relating to approved Countywide Platform priorities when requested and
<br />authorized.
<br />B. Federal Legislative and Regulatory Services
<br />Monitor and analyze federal legislative, regulatory, administrative, and policy developments relevant to the
<br />Parties.
<br />Provide strategic advice regarding federal opportunities, risks, deadlines, and emerging issues.
<br />Conduct outreach to Congress, congressional staff, federal agencies, and relevant stakeholder organizations
<br />for approved priorities.
<br />Support bipartisan engagement and relationship-building with relevant federal offices and agencies.
<br />C. Appropriations and Congressional Directed Spending
<br />Identify appropriate federal appropriations and congressional-directed-spending opportunities.
<br />Advise on project readiness, eligibility, timing, documentation, delegation requirements, and advocacy
<br />strategy.
<br />Assist in preparing and advancing approved appropriations requests and supporting materials.
<br />D. Strategic Funding and Grant Consulting
<br />Develop and periodically update a comprehensive strategic funding plan.
<br />Provide Tier 2 grant consulting services to each participating Party, including grant research and opportunity
<br />identification; project development and readiness support; guidance regarding eligibility, match,
<br />partnerships, timelines, and competitiveness; funding summaries and grant-related briefings; access to
<br />applicable TFG grant research resources; and review and strategic strengthening of concepts and
<br />materials consistent with TFG's Tier 2 package.
<br />Support appropriate congressional letters, federal-agency engagement, and other external support for Party
<br />grant applications.
<br />E. STEER I-90 Coalition
<br />Provide support for the STEER I-90 Coalition and coalition priorities as directed through the Consortium
<br />authorization process and subject to the County-TFG contract.
