Page 8 <br />F. Briefings and Reporting <br />Provide regular federal policy, advocacy, and funding updates. <br />Participate in Consortium coordination meetings as authorized under the County-TFG contract. <br />Provide quarterly written activity reports. <br />Provide an annual report or briefing regarding accomplishments, priorities, risks, and recommended next <br />steps. <br />5. INDIVIDUAL PARTY SERVICES AND AUTHORITY. TFG may assist individual Parties with Party-specific <br />advocacy, grants, appropriations, or project priorities only if the Party authorizes the work in writing; the work is <br />within the County-TFG contract or separately authorized; the work does not represent that other Parties support <br />the priority unless authorized; and the Party retains exclusive ownership and authority over its project, <br />application, advocacy position, and execution decisions. <br />6. COMPLIANCE AND CERTIFICATIONS. All work performed under this Agreement and the County-TFG <br />contract shall concern official governmental or institutional purposes. No Party shall use federal funds, grant <br />funds, or other restricted funds to pay any cost under this Agreement unless the applicable award, <br />appropriation, statute, regulation, and funding conditions expressly permit that use. Consortium funds, staff time, <br />property, communications, and other resources shall not be used for campaign activity, political contributions, <br />gifts, entertainment, or ballot-measure activity prohibited by applicable law. The County-TFG contract shall <br />require TFG to maintain all registrations, reports, disclosures, and other compliance filings applicable to TFG's <br />lobbying or advocacy activities. Each Party remains responsible for its own certifications, grant submissions, <br />disclosures, and project representations. The base scope does not authorize campaign activity. Advocacy <br />relating to state or local governmental action is excluded unless separately authorized in writing, included in the <br />County-TFG contract, and permitted by applicable law. <br />7. EXCLUDED OR OPTIONAL SERVICES. The following are excluded from the base scope unless separately <br />authorized: full grant writing or grant-application submission; post-award grant administration, compliance, <br />reporting, monitoring, or closeout; benefit-cost analyses; engineering, architecture, environmental review, legal <br />services, or specialized technical studies; services exceeding the fixed-fee scope; and travel or reimbursable <br />expenses not included in the approved fixed-fee arrangement. <br />
