Health and Safety: The Contractor must maintain the shelter space in a sanitary condition and implement
regular cleaning schedules to reduce the risk of spread of infectious diseases. Infection prevention protocols
following Centers for Disease Control and Prevention guidance must be in place for cleaning, sanitization, and
disinfecting the facility. Contractor must document policies and procedures to be implemented in the event of
an outbreak of infectious disease within the facility.
Contractor will consult with the Kittitas County Public Health Department for technical assistance and will notify
public health staff immediately in the case of a suspected disease outbreak among the shelter clients.
HMIS Data Entry: Contractor must enter client level data in the Homeless Management Information System
(HMIS) for each client accessing the CWS. Contractor must ensure that data for any given month is entered in
HMIS no later than the 5th day of the following month.
Supportive Service Coordination: Contractor must collaborate with community partners to increase CWS client
access/referrals to support services for physical health and disabilities, trauma support, mental health
treatment, and substance use treatment.
Additional partnerships to assist with meeting basic client needs (such as government benefit applications, food
support, transportation, clothing and personal care supplies) are also encouraged.
The parties acknowledge that the operation of the CWS requires ongoing adaptation to changing conditions,
participant needs, and operational realities. Accordingly, the Contractor may amend the Cold Weather Shelter
Program Guide, Guest Guidelines, Volunteer Guidebook, and related policies, procedures, and practices as
needed to support the safe, effective, and successful delivery of shelter services. Such changes may be
implemented throughout the term of this Agreement based on program evaluation, stakeholder feedback,
lessons learned, evolving best practices, safety considerations, and on-the-ground operational needs, provided
that the changes remain consistent with the intent and scope of services established under this Agreement.
