ATTACHMENT “A” <br />SCOPE OF WORK <br />Contractor agrees to operate the 2026/2027 temporary Cold Weather Shelter (CWS). Operations must include <br />but are not limited to the following sections. All operational procedures must adhere to Attachment I: Cold <br />Weather Shelter Program Guide and Attachment J: Shelter Guest Guidelines <br />Location and General Operations: The CWS must operate daily from 6 p.m. to 8 a.m. from November 15, 2026, <br />to March 16, 2027, and must provide sufficient capacity for up to 20 adults utilizing the shelter on a single night. <br />Minors are not permitted into the CWS and will be referred to appropriate HopeSource programs to meet their <br />shelter needs. <br />The CWS will operate during this timeframe at the Grace Episcopal Church, provided in partnership between <br />Kittitas County and the City of Ellensburg, with the exception of designated holidays (Thanksgiving Day, the day <br />after Thanksgiving, Christmas Eve, Christmas Day, and New Year's Eve), during which the contractor is not <br />required to operate the CWS and in lieu of operation must provide motel vouchers to regular clients. <br />Communication: Contractor will be the lead entity for all communications related to the CWS to clients, <br />volunteers, and the community at large. <br />Staffing and Volunteers: Contractor will provide all necessary staff and coordinate all necessary volunteers to <br />ensure sufficient operational support. Contractor will provide on- call staff support during all operating hours <br />when staff are not stationed on-site at the shelter. <br />Staff and volunteers must be vetted and trained. This training must include all operational procedures, health <br />and safety requirements, and emergency procedures related to their function or role. All volunteer procedures <br />must adhere to Attachment K: Volunteer Manual. <br />Security: Contractor must provide overnight security personnel to maintain CWS safety and to enforce curfews. <br />Contractor must provide the County with the intended contractor for security services in writing and receive <br />permission in writing from the County prior to subcontracting any County funds. <br />Food Service: Contractor must provide an evening meal and heavy snack/light morning meal for clients. <br />Contractor must provide the County with the intended contractor for food services in writing and receive <br />permission in writing from the County prior to subcontracting any County funds. <br />Food provided at the CWS must be either prepackaged or prepared offsite at a properly permitted commercial <br />kitchen facility. The Contractor must ensure that any onsite food preparation is performed by individuals holding <br />a valid food handlers permit per WAC 246-217-015. Additionally, per WAC 246-215-02107 a certified Food <br />Protection Manager must always be available during food preparation or service to oversee food safety and <br />ensure compliance with all relevant local and state food safety regulations. <br />Only food sourced from approved suppliers, as defined by WAC 246-215-03100 through 246-215-03290 may be <br />used or served. <br />Contractor is responsible for ensuring that all other local and state food safety codes are followed.
