<br />Page | 13 <br />✓ Other behaviors that are perceived as indicating a lack of “housing readiness ,” including <br />resistance to receiving services <br /> Project Participation <br />Low barrier projects have realistic and clear expectations. Rules and policies are narrowly focused on <br />maintaining a safe environment and avoiding exits to homelessness. Low barrier projects do not have <br />work or volunteer requirements. <br /> <br />Projects that require households to pay a share of rent allow reasonable flexibility in payment. <br />Emergency shelters cannot require households to pay a share of rent or program fees. <br /> <br /> Households are not terminated from the project for the following reasons: <br />✓ Failure to participate in supportive services or treatment programs <br />✓ Failure to make progress on a housing stability plan <br />✓ Alcohol and/or substance use in and of itself is not considered a reason for termination <br />✓ Households residing in emergency shelter must not be exited to homelessness due to reaching a <br />maximum stay limit. <br />If a household is terminated from a low barrier project due to violating rules focused on maintaining a <br />safe environment, there must be a process in place for the household to be considered for re - <br />enrollment if the household demonstrates unsafe behavior is unlikely to re-occur (i.e. engaged in new <br />treatment plan, mental health services, medical care, etc.). <br /> Coordinated Entry System <br /> <br />Balance of State CoCs Only: <br />Balance of State CoC counties must maintain a Coordinated Entry (CE) process. CE is a coordinated <br />system of intake, assessment, and referral that gets households in a housing crisis connected to <br />available resources in the community. The goal of CE is to help communities prioritize ass istance to <br />ensure people who need the assistance the most can receive it in a timely manner. Refer to the <br />Washington State Coordinated Entry Guidelines for requirements. If the CHG lead grantee is a county <br />government, projects funded by local homeless housing surcharge revenue (local document recording <br />fees) must also participate in the CE process as described below. <br /> <br />Independent CoCs: <br />Independent CoC counties should adhere to the Department of Housing and Urban Development <br />(HUD) CoC Program Coordinated Entry requirements and guidelines as described in the Coordinated <br />Entry Core Elements and other guidance documents found here: <br />https://www.hudexchange.info/programs/coc/toolkit/responsibilities-and-duties/#coordinated-entry. <br /> <br />All CoCs: <br />Transitional Housing, Homelessness Prevention, Rapid Re-Housing, and Permanent Supportive Housing <br />projects funded by CHG4 must participate in the county or regional CE by accepting referrals and must <br />fill openings exclusively through the CE process. <br /> <br /> <br />4 Excludes HEN for Independent CoCs. For Balance of State CoCs, HEN must participate in CE but may be a subpopulation access <br />point.
