<br />Page | 12 <br /> <br />A lead grantee cannot opt out of administering any of the CHG budget categories or any of the <br />administrative requirements. <br /> <br />CHG guidelines apply to all lead grantees. Lead grantees may, at their discretion, establish local <br />administrative and fiscal procedures, so long as those actions are within the scope of and do not <br />conflict with these guidelines. <br />2.1 Homeless System Responsibilities <br /> Homeless System Performance Requirements <br />Grantees must improve housing outcomes by making progress towards the statewide performance <br />targets. For each housing intervention type funded by CHG, grantees must adopt the required housing <br />outcome performance measure outlined in Table A, in Appendix D: Homeless System Performance See <br />Appendix D for more information. <br /> Low Barrier Housing Requirement <br />No less than 80% of a county’s CHG funded projects3, including rent assistance and facility-based <br />projects, must be low barrier. <br /> <br /> All homeless housing projects must adhere to state and federal anti-discrimination laws: <br />✓ All projects ensure equal access for people experiencing homelessness regardless of race, <br />national origin, gender identity, sexual orientation, marital status, age, veteran or military <br />status, disability, or the use of an assistance animal. <br />✓ Projects designed to serve families with children experiencing homelessness ensure equal <br />access regardless of family composition and regardless of the age of a minor child. <br />✓ Projects that operate gender segregated facilities allow the use of facilities consistent with the <br />person’s gender expression or identity. <br /> Intake & Project Eligibility <br />Low barrier projects have flexible intake schedules and require minimal documentation. At the <br />minimum, homeless households are not screened out based on the following criteria: <br />✓ Having too little or no income <br />✓ Having poor credit or financial history <br />✓ Having poor or lack of rental history <br />✓ Having involvement with the criminal justice system <br />✓ Having active or a history of alcohol and/or substance use <br />✓ Having been impacted or affected by a crime <br />✓ The type or extent of disability-related services or supports that are needed <br />✓ Lacking ID or proof of U.S. Residency Status <br /> <br />3 Project types align with housing interventions identified in Section 1.4.1 and Section 1.4.2: Emergency Shelter, Transitional <br />Housing, Rapid Re-Housing, Homelessness Prevention, and Permanent Supportive Housing. Projects limited to serving a <br />subpopulation (e.g. families with children, veterans, etc.) may count toward meeting the requirement.
