KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: September 14, 2026 <br />TOPIC: Flood Control Zone District 2027 — 2032 Capital <br />Improvement Plan <br />ACTION REQUESTED: Informational <br />LEAD STAFF: Arden Thomas <br />RECOMMENDATION: Informational. <br />BRIEFING SUMMARY: <br />• Each year, the Flood Control Zone District (FCZD) updates its 6-year Capital <br />Improvement Plan (CIP). This 6-year Capital Improvement Plan informs annual <br />budget development, the FCZD work program, and longer -term planning efforts. <br />• The FCZD CIP is also incorporated into County comprehensive planning <br />documents, and each annual update is posted on the FCZD website. <br />• Key FCZD projects that are underway include the Whiskey Creek Siphon Project, <br />the Lower Kittitas Reach Floodplain Reconnection Project, and the Mercer Creek <br />Flow Conveyance Restoration Project. <br />• The FCZD works to strategically leverage grant funding. Local funding has also <br />been critical for advancing local flood -risk reduction priorities. <br />BACKGROUND: <br />In 2020, Kittitas County prepared its first 6-year Capital Facilities Plan for the Flood <br />Control Zone District (FCZD CIP). The FCZD CIP is updated annually. This planning <br />document informs annual budget development, funding request applications, the FCZD <br />work program, and longer -term planning efforts. The FCZD CIP includes a project map, <br />project information sheets, and a six -year funding plan. Projects are identified through <br />hazard mitigation planning, reach- and subbasin-scale assessments, flood hazard <br />modeling efforts, and staff recommendations. <br />Key FCZD projects that are underway include the Whiskey Creek Siphon Project <br />(implementation), the Lower Kittitas Reach Floodplain Reconnection Project (design, <br />with site cleanup and building demolition underway), and the Mercer Creek Flow <br />Conveyance Restoration Project (design). <br />DISCUSSION: <br />In 2027, the Flood Control Zone District forecasts capital expenditures of approximately <br />$3.3 million, with just over 47% of these costs funded through grants.
