KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: September 14, 2026 <br />TOPIC: 6-Year Transportation Plan Update <br />ACTION REQUESTED: Informational Only <br />LEAD STAFF: <br />Josh Fredrickson <br />RECOMMENDATION: <br />Informational briefing — no action required by the Board <br />BRIEFING SUMMARY: <br />• Public Works updates the Transportation Improvement Plan (TIP) each year to <br />address transportation needs within projected funded amounts <br />• Per RCW 36.81.121 Public Works is required to publish a 6-Year Transportation <br />Improvement Plan prior to the adoption of the budget. <br />• Public comment was solicited July 15 through August 5, 2026 <br />• Project funding sources include Road Fund and grant sources <br />BACKGROUND: <br />Public Works has been working to update the 6-Year Transportation Plan, as required by <br />RCW 36.81.121. The Plan highlights capital improvement projects Public Works is <br />planning through the year 2032. The Plan is broken down by design and construction <br />phases, as well as local and grant funding. Funding sources are identified to help <br />calculate the impact to the road fund. <br />Public Works solicited public comment on the six -year plan between July 15 and August <br />4, 2026. This was done with a press release, posting information on the Public Works <br />website as well as social media post. <br />DISCUSSION: <br />Public Works has updated the 6-Year Plan to better represent the County's ability to fund <br />road improvement projects. Last year, projects were not included in the plan if funding <br />was not secured and was instead included on a Capital Improvements List to show needs <br />which would be completed if funding became available. In addition to funded projects, <br />this year Public Works has included placeholders for projects with grant funding <br />opportunities that are on a regular funding cycle.
