<br />Page 8 of 44 <br /> <br />Subrecipient's compensation for services rendered shall be based on the terms of the Scope of Work and <br />Budget. <br /> <br />4. Expenses <br />Under this Contract, COMMERCE shall only pay for actual and allowable costs (as defined in this section) <br />incurred during Period of Performance stated on the Face Sheet. To be allowable, all cost must be: <br />• Necessary for the performance of the Contract activities. <br />• Reasonable, as provided in 2 CFR § 200.404 or 45 CFR § 75.404; <br />• Allocable to the federal award, as provided in 2 CFR § 200.405 or 45 CFR § 75.405: <br />o Consistent with all other requirements of the Cost Principles; and consistent with all other law, <br />regulation, policy, or other requirements applicable to the state or federal funds involved. <br />Pre-awarded cost: WSBO will allow the design engineering document(s) and the Letter of Intent Line of <br />Credit/Performance Bond required by the application to be included in pre-awarded cost and request <br />reimbursement. <br />Subrecipient shall receive reimbursement for approved expenses as identified below or as authorized in <br />advance by COMMERCE as reimbursable. <br />If travel is required to complete the scope of work, reimbursable travel expenses may include airfare <br />(economy or coach class only), other transportation, lodging, and food necessary during periods of required <br />travel. Subrecipient shall be reimbursed at a rate not to exceed the current state rate and in accordance <br />with the State of Washington Office of Financial Management Travel Regulations. <br /> <br />5. Period of Performance, Costs Incurred, Reimbursement <br />A. Period of Performance. The initial period of performance for this award begins on the contract <br />Execution Date hereof and ends four (4) years from the contract Execution Date. If unexpended <br />funds under this Grant are re-appropriated, the period of performance (Contract End Date) may be <br />extended with prior approval from the Washington State Broadband Office and, in certain cases, <br />the National Telecommunications and Information Administration for up to an additional twelve (12) <br />month period. <br />B. Reimbursement Period. All requests for reimbursement of eligible costs incurred between the <br />Contract Execution Date and Contract End Date payable by BEAD funds must be submitted to <br />COMMERCE within 60 days following the completion of work. <br />C. In the event the Subrecipient can’t complete the full Scope of Work, due to material/supply chain <br />delays, the Subrecipient may request to amend the Scope of Work. Approval of any Scope of Work <br />amendment requires approval from the Washington State Broadband Office and, in certain cases, <br />the National Telecommunications and Information Administration.
