KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT <br />STUDY SESSION DATE: August 11, 2026 <br />ACTION REQUESTED: Informational discussion regarding wind -related operational <br />improvements at the new transfer station. <br />BACKGROUND: Since the new transfer station became operational, the effects <br />of strong winds at the site have become more apparent. Wind <br />conditions can affect the movement of loose material, litter <br />control, and day-to-day facility operations. These impacts are <br />being evaluated to determine whether practical improvements <br />can be made to improve operations and site control. <br />DISCUSSION: The engineering team that was contracted through the Solid <br />Waste Dept is reviewing the wind -related <br />conditions observed since the facility opened and is working <br />to identify practical improvements. The evaluation will consider <br />potential facility or site modifications along with operational <br />measures that may reduce wind impacts. Staff is raising the <br />issue now to make the Board aware of the conditions and the <br />work underway before any specific improvement project is <br />proposed. <br />FISCAL IMPACT: The fiscal impact has not yet been determined. Costs will <br />depend on the improvements recommended through the <br />engineering evaluation. <br />RECOMMENDATION: Discuss the wind -related operational impacts and the <br />engineering work underway.
