KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT <br />STUDY SESSION DATE: August 11, 2026 <br />ACTION REQUESTED: Informational discussion regarding removal of the material <br />stockpile at the new transfer station. <br />BACKGROUND: Construction of the new transfer station generated <br />approximately 30,000 cubic yards of excavated material that is <br />currently stockpiled onsite. The material was retained for <br />potential beneficial use, including future cover needs at the <br />Ryegrass facility. Due to the volume of material involved, <br />moving the stockpile will require substantial equipment, <br />transportation, and placement work. <br />DISCUSSION: The stockpile will need to be removed as part of the County's <br />long-term management of the new transfer station site. The <br />preliminary cost of removal is approximately $700,000. This <br />estimate reflects the volume of material and the anticipated costs <br />of loading, hauling, and placing it at an appropriate location. <br />Staff is raising the issue now so the anticipated expense is <br />considered as part of future operational and capital planning. <br />FISCAL IMPACT: The preliminary cost of removing the stockpile is approximately <br />$700,000. Actual costs will depend on the final destination, <br />transportation distance, equipment requirements, and the extent <br />to which the material can be beneficially reused. <br />RECOMMENDATION: Discuss the anticipated removal of the material stockpile and <br />associated cost.
