would like a joint study session with the Board of County <br /> Commissioners . The Planning Commissioners came to a consensus <br /> that they were good with the SEPA appeal amendment . <br /> OLD BUSINESS <br /> UPDATE: BOCC APPROVAL OF THE 2026-2046 PERIODIC COMPREHENSIVE <br /> PLAN UPDATE WITH ASSOCIATED DEVELOPMENT REGULATIONS <br /> LONG RANGE PLANNER JOHNSTON stated that on June 2, 2026, the <br /> Board of County Commissioners approved the 2026-2046 Periodic <br /> Comprehensive Plan update . On June 16, 2026 they signed the <br /> Ordinance to approve the Comprehensive Plan update as well as <br /> the Easton subarea plan, Development Regulations, and Critical <br /> Areas Ordinance . There is an appeal period through August 24, <br /> 2026 . <br /> Staff will now spend time focusing on all of the regulation <br /> updates . One of the goals is to open up some economic <br /> opportunities in the county. Staff will be bringing the land use <br /> tables back to the Planning Commissioners to make some <br /> significant changes . It was mentioned that Commissioner Wright <br /> is taking a position with the county as the Executive Director <br /> of Economic Development starting next month. <br /> LONG RANGE PLANNER JOHNSTON shared that our next GMA compliance <br /> item will be Shoreline Management Act, which is not due until <br /> 2031 . <br /> OTHER BUSINESS - No Action to be taken <br /> COMMISSIONER DENEEN stated that about one month ago, Kittitas <br /> County passed a moratorium on Transfer Development Rights (TDRs) <br /> and there are a number of farmers that he has been helping. CDS <br /> DIRECTOR BALA provided background on TDRs and how we got to the <br /> moratorium. CDS has current applicants that have certificates <br /> and staff received new applications that are on properties that <br /> are within the urban growth area and under the urban growth area <br /> zoning. For example, there was flood plain on the parcel and the <br /> applicant received 14 credits ready to use, the problem is that <br /> we don' t know where they are going to go . The intent of TDRs is <br /> that it is supposed to go to the cities or urban growth areas . <br /> There was an amendment completed back in 2022 that allowed TDRs <br /> certificates to be transferred to plats, PUD' s, and rural areas . <br /> The amendment did not get processed to the Department of <br /> Commerce and they asked where their notice of intent and 60 day <br /> review was . Staff received another application for a property <br /> within the urban growth area for 28 acres, it is a vested <br /> application, and the customer gets a 170 density unit <br /> certificates because the entire property is in the flood plain. <br /> 2026-7-14 MINUTES 5 <br />
