The county is concerned this customer could take these credits <br /> and put them anywhere in the county and out of the urban growth <br /> area (UGA) . Staff requested an emergency moratorium on TDRs . At <br /> the end of our periodic comment period, staff received a letter <br /> from the Department of Commerce stating there was a problem with <br /> TDRs . Staff then approached the Board of County Commissioners <br /> and requested an emergency moratorium. Staff has 60 days to do <br /> the hearing in front of the Board of County Commissioners and <br /> the findings of facts will be presented showing why staff is <br /> doing it . It will include a one year work plan, to extend the <br /> moratorium out in order to fix the issue . <br /> COMMISSIONER DENEEN stated he classified two types of sending <br /> sites, urban orientated and rural orientated density credits . If <br /> you are in the UGA, you can do density credits and you could <br /> take it to the city of Cle Elum or someplace else in the UGA, <br /> but it can' t transfer outside of the rural area. He stated the <br /> idea behind TDRs is that our county has a ton of land that are <br /> just going into conservation easements which lowers the revenue <br /> for taxes for the county. The state never intended for urban <br /> development to leave the urban areas . COMMISSIONER DENEEN stated <br /> he came up with 9 amendments that could go into the code to fix <br /> the issue . He stated he also rewrote 17 . 13 . 030 and added "urban <br /> origin and rural origin TDR density credits may be used inside <br /> of the UGA. In rural areas, only rural origin TDR densities can <br /> be used in rural areas . " He stated it should be urban to urban <br /> and rural to rural or urban. Document was passed out at the <br /> meeting. <br /> CDS DIRECTOR BALA stated that Long Range Planner Johnston has <br /> put together a detailed work plan that will be presented to the <br /> Board of County Commissioners at the hearing. Staffs' role is to <br /> ensure that we are following the intent of the Transfer <br /> Development Rights program. <br /> CHAIR TAYLOR concluded the Kittitas County Planning Commission <br /> public meeting. <br /> Public meeting ended at 7 :24 pm. <br /> 2026-7-14 MINUTES 6 <br />
