BALA stated he believes those are two different things . Staff is <br /> trying to listen to the public' s input, take the committee' s <br /> input and create regulations that meet the concerns of the <br /> community. COMMISSIONER PEARSON shared his concern with the <br /> regulations telling a property owner what to do with their <br /> property in regard to installing a decimal reading device . LONG <br /> RANGE PLANNER JOHNSTON stated he will provide the entire survey <br /> to the Commissioners when we go through the formal process . <br /> COMMISSIONER JACKSON asked how the decimal reading device would <br /> work. LONG RANGE PLANNER JOHNSTON stated that there would be <br /> standards put in place regarding the decimal readers . When the <br /> readers reach a certain level, it will notify the property <br /> manager. COMMISSIONER MORRIS stated that short term rental <br /> properties are basically a business and the owner should be held <br /> responsible for the noise coming from their business if it is <br /> disruptive during designated quiet hours . CHAIR TAYLOR shared <br /> his concern for having homeowners purchase a piece of equipment <br /> and felt it is overdoing it . COMMISSIONER MORRIS asked when it <br /> comes to collecting fines, could those fines be used to help <br /> fund the decimal devices . LONG RANGE PLANNER JOHNSTON stated <br /> staff has not gotten that far and this would probably be a <br /> discussion with the Board of County Commissioners . <br /> Discussion of how many short term rentals exist in Kittitas <br /> County, the survey, and a number of the Commissioners sharing <br /> their concerns against more regulations . LONG RANGE PLANNER <br /> JOHNSTON stated that is why we are having this study session, to <br /> discuss all the concerns . The Planning Commission recommendation <br /> will be presented to the Board of County Commissioners . <br /> COMMISSIONER DENEEN stated his biggest concern is fire, life and <br /> safety. LONG RANGE PLANNER JOHNSTON stated fire, life and safety <br /> was a big topic that was discussed during the committee <br /> meetings . One reason it was not included is because it would <br /> significantly increase the cost of the owner due to Fire Marshal <br /> reviews and inspections, and the Fire Marshal office is not <br /> equipped to handle this workload. <br /> CDS DIRECTOR BALA suggested that we have a joint Planning <br /> Commissioner and Board of County Commissioner meeting to further <br /> discuss this item. <br /> LONG RANGE PLANNER JOHNSTON continued the presentation. He <br /> stated that all short term rentals operating within Kittitas <br /> County Unincorporated areas and UGA' s will require a permit to <br /> be renewed annually.
