HINKLE asked why we needed short term rental regulations . LONG <br /> RANGE PLANNER JOHNSTON stated that the committee was formed with <br /> direction from the Board of County Commissioners to decide <br /> whether or not the county needed regulations . A community survey <br /> was completed and staff received over 1, 000 responses . <br /> Approximately 600 of the responses stated they wanted some kind <br /> of regulations . <br /> The annual docket cycle for 2025 and 2026 to update the <br /> Comprehensive Plan was suspended. Usually regulations updates <br /> run concurrently with our annual docket cycle . The Short Term <br /> Rental Committee worked on regulations for a couple of years and <br /> with the need to address some indescrepencies with the SEPA <br /> appeal process, staff feels these items should be addressed <br /> prior to the 2027 annual docket cycle . Per code, the CDS <br /> Director is allowed to initiate a cycle at their discretion. <br /> The short term rental survey results concluded that the primary <br /> issues are noise, drain on local resources and parking. The <br /> regulations would create a new sub chapter in Kittitas County <br /> code 17 . 63 if adopted. <br /> With the SEPA appeal updates, staff has had issues with this <br /> section for a while as different updates have been made over the <br /> last decade and our SEPA appeal regulations have not been kept <br /> up to date . This would involve revision to title 15, title 15A, <br /> and title 15B. <br /> CDS DIRECTOR CHAD BALA shared that the Short Term Rental <br /> committee was directed to be run by staff by Commissioner <br /> Osiadacz due to many complaints from the community. The <br /> committee was formed to determine if there was a need for <br /> regulation or not . It was determined that there was a need so <br /> the committee began working on regulations . <br /> LONG RANGE PLANNER JOHNSTON discussed Suncadia. They have <br /> development agreement in place and they are designed to have a <br /> certain percentage of short term rentals . Suncadia has been <br /> specifically excluded in some ways . <br /> COMMISSIONER PEARSON asked how much the permit would cost a <br /> person. LONG RANGE PLANNER JOHNSTON stated that is being <br /> discussed because staff wants to keep the cost inexpensive, the <br /> permitting process will be simple and staff time should not take <br /> to long to complete . COMMISSIONER PEARSON asked if we are <br /> creating more regulations to solve the noise complaints because <br /> we can' t enforce the current noise regulations?
