USER ELIGIBILITY AND ACCESS LEVELS <br />Access to the $impty Report platform is role-based arrd restricted to individuals within law enforcement agencies who <br />have a direct, job+eiated need to access system data for investigative or administrative purposes, This section <br />outllnes the eligibility crileria and access levels available to agenry personnel. <br />4.1. Eligibility Crlteria <br />To be eligible for access to the Simply Report plalform, an individual must: <br />e Be employed by or formally contracted wllh the law eniorcement agency that has executed thls MOU; <br />r Require access to lho platform ln the coursa of their assigned duties, eithor to conduct or support criminal <br />lnvestigations or to fulfill an approved administratlve fundion;r Bo indfuidually cradentiald - shared logins, group account$, or access by proxy are strictly prohibited; <br />r Have oomplsied required role-speclfic iralnlng provlded or approved by $afe House Proiect prlor to receiving <br />system credentials;r Be approved for accees by the agency's designated Point of Ccntact (POC), who must verify that the accsss <br />levef requested is appropriats to ths lndlvldual's job reeponsibilities. <br />All user ar,cess requests are subleet to .evies, and approval by Safe House Project and may be donled ar nndified at <br />SHP's sole discretion. <br />4J. Access Levels <br />Eliglble users will be assigned one of the following access levels, based on their functional role within the agency: <br />A. lnvEsti g ator-Level Acce.ss <br />This level is reserved for indivlduals wfro conduct or direcfly support criminal investigations related to suspected <br />human trafficking or related offenses. Eligible users include: <br />e Sworn officers and detectives;r Task fiorce agents;o Prosecutors involved ln trafficking case reviow or prosecution; <br />r Clvllian lntelllgence or crlme analysts supportlng lnvestlgatlons. <br />Permisslons lnclude: <br />r Full acc€ss to all reports, including those submitted outside the agoncy's geographicJurisdiction; <br />e Visibility into personally identifiable informalion (Pll), narrative content, uploaded altachments, and law <br />enforcernent notes;e Ability to search the platform acrclse alljurisdict-nns;r Capabillty to add Notes and asslgn a Dlapssltion;o Tools to support lnveeilgative follow+rp, agency coordlnation, and case deconflicton. <br />B, State Hotllne'LeYel Access <br />This level ls roserved for agency-affiliated personnel who do not conduct or support active invastlgallons but may <br />need access for adminisbative or analytical purposes. Eligible users may include: <br />r Civilian staff responsible for cn:me data analysis, public reporting, or agoncy compliance functions; <br />r Users whose rde ls limited to viewing aggregate fsnds or intemaldata summaries. <br />Permisslons include: <br />o Mer,rronly access to redacted summaries of reporb submitted within the agenqy's defined Area of <br />Responsibltlty (AOR);r No visibility into Pll, attachments, law enforcoment not€s, or investlgative details; <br />r No search capability or access to rsports outside of tho assigned Jurlsdictlon;
