The purpose of the program is to eliminate pedestrian <br />and bicyclist fatal and serious injury traffic crashes, increase the availability of pedestrian <br />and bicycle facilities that provide low traffic stress and serve all ages and abilities, and <br />increase the number of people that choose to walk and bike for transportation. <br />Financed by the Transportation lmprovement Board (TlB), the Complete Streets Program is a <br />funding opportunity for cities and counties that have an adopted complete streets ordinance. <br />The Highway Safety lmprovement Program (HSIP) focuses on infrastructure projects with <br />nationally recognized crash reduction factors (CRFs). Local HSIP projects must be identified on <br />the basis of crash experience, crash potential, crash rate, or other data-supported means. <br />I
