Transportation On -Call
Ardurra Group, Inc.
This scope of work is limited to identifying geometric conflicts and identifying potential
locations for irrigation and utilities to relocate to and limited design coordination. This
scope does not include significant irrigation or utility planning or design work such as
system evaluation, inspection, modeling, load calcs, construction plans and details,
relocation oversight, detailed coordination with utility owners etc.
• Stormwater: The county provided Ardurra with an internal memo identifying that the
stormwater requirements for this project will be met by BMP 6.42. Per the county's
memo:
"The Stormwater Management Manual for Eastern Washington (SWMMEW) indicates
this project falls under the definition of a Redevelopment project as defined in Chapter
2.6. Following the guidance provided in the Flow Chart for Determining Applicable Core
Elements for Redevelopment Projects (Figure 2.2), all Core Element 5 is required for
new and replaced PGIS, and Core Element 6 is only required for the new PGIS. The
County proposes utilizing BMP 6.42: Full Dispersion. Runoff will be required to be
concentrated in some locations through cut slopes and driveway locations, but through
use of Dispersion Trenches, Full Dispersion can still be met."
It is assumed that no additional stormwater calculations, reports, or other
documentation are included in this scope of work. Ardurra will review the geometric
requirements in BMP 6.42 and utilize those geometric requirements as a design
parameter. No additional treatment or infiltration BMPs are included in this scope of
work. If additional stormwater design or documentation is needed Ardurra may request
authorization of management reserve funds.
Schedule: In scoping discussions, the county identified that the fish window for in -
creek work associated with the box culvert is between August and the end of
September. Irrigation flows will also be a consideration. Additionally, lead times for pre-
cast structures are anticipated to require advertisement of the project no later than the
February preceding the fish window.
It is understood that the county's goal is to construct this project in 2027. However, it
is acknowledged that multiple factors including but not limited lead times for precast
structures, in water work windows, permitting approvals, funding approvals, the need
for additional geotechnical work to support retaining wall design, right of way needs,
etc. could push the project into the 2028 construction year. Ardurra will initiate this
project targeting 2027 construction with the understanding that, with the county's input
and approval, we may need to pivot to 2028. It is further understood that the project
cannot slip beyond 2028 without jeopardizing the project funding.
Other Identified Challenges: The county has identified that right of way and/or
permanent easements as well as temporary construction easements may be needed to
support the proposed roadway prism and to support reconnection of driveways.
