CLAY WHITE stated that Facet, from the Watershed company, is
working with the county to get the Critical Areas Ordinance
draft updated. This includes reviewing any new Best Available
Science (BAS) . The minimal changes from the recent 2025 update
include some clarifying language on the definitions and language
updates, to align better with the WAC. The changes also align
with Best Available Science and State Law, which includes
addressing groundwater supply and anadromous fish considerations
required by law, incorporate EPA, Ecology, DOH, County Health,
and RCW 90 . 48 guidance, and promote that the decisions be based
on BAS with special consideration for anadromous fish.
The next few months staff, the consultants and the Planning
Commission have a busy schedule, there are a lot of moving
parts, we hope to receive more public comments and will be
having the public hearing in March on the Comprehensive Plan.
OLD BUSINESS
There was no old business .
OTHER BUSINESS - No Action to be taken
There was no other business .
CHAIR COE concluded the Kittitas County Planning Commission
public meeting at 7 : 15 pm.
COMMISSIONER WRIGHT stated that he was hoping we could have a
back and forth conversation and requested that the meeting be
reopened. He stated that the we are dealing with a lot of
comments that need to be reviewed and make land use decisions
that will affect the next 10-20 years . He stated that our local
economy is on the decline and if we don' t fix it, we will be a
county of renters . We need to be aggressive about expanding
economic opportunities in order to have a feasible place to live
and raise a family.
CHAIR COE stated he supports subarea planning and we have a
vision for the future and the easiest way to approach that is
through individualizing the community wants and needs .
COMMISSIONER OSIADACZ stated that there are opportunities in the
areas where uses are allowed under the GMA and that we are in a
challenging time in our community. The cost of living keeps
increasing and we rely too heavily on property taxes and
property owners and if we had more businesses, they would be a
resource for taxes . We want people to actually live here and be
able to own their own home .
2026-2-10 MINUTES 4
