This chapter <br /> includes seven policy priorities and is a working document . <br /> Presentation of the new Climate and Resiliency element occurred. <br /> Key policies include drought, extreme precipitation, extreme <br /> heat, flooding and wildfire . The focus is to meet the challenges <br /> we may encounter in the future . <br /> With the participation of the Easton community and staff, there <br /> is a new Easton Subarea plan draft . Key policies include land <br /> use, rural character, housing, Railroad street revitalization, <br /> economic growth, transportation, and community resilience . CLAY <br /> WHITE stated that in all the meetings he had with the community, <br /> the expectations were clearly stated that this would be a huge <br /> financial commitment . This would open up opportunities for the <br /> community members to seek out grant funding. COMMISSIONER <br /> OSIADACZ asked if it was written into the plan that this is a <br /> community plan, community vision and that the leg work for any <br /> grants would need to be community driven. ERIN O'KELLEY stated <br /> throughout the plan it lists many places where the "county <br /> shall" do things but in the Easton Subarea Plan section they <br /> used words like "explore" and did not state that the county <br /> would be the entity doing the work. COMMISSIONER OSIADACZ stated <br /> that in order to manage expectations, she feels it should be <br /> explicitly stated that this would not be the counties <br /> responsibility. <br /> CLAY WHITE presented the key changes in the Development <br /> Agreement Update . He stated there is already a policy about <br /> Major Industrial Developments (MID) and providing the process if <br /> someone wanted to permit one in the county, now the code needs <br /> to be developed. There are some key changes around State <br /> Mandated Housing uses and definitions like allowances for adult <br /> family homes, family day care providers, co-living housing, <br /> special care dwellings, and community residential facilities . <br /> There are few things adjusted in the zoning tables to allow this <br /> in certain areas . He also stated that there are some State <br /> Mandated Development Standards and Permitting like energy- <br /> efficient retrofit projections, refining gross floor area <br /> measurements, permitting organic materials management facilities <br /> per statue, and residential parking standards . CDS DIRECTOR BALA <br /> stated we have an interlocal with the City of Ellensburg, so <br /> when development comes in to us, we transfer everything over to <br /> the city where the customers have to meet the City' s standards <br /> as they have their own parking standards . <br /> 2026-2-10 MINUTES 3 <br />
