AMENDMENT TO AN INTERLOCAJ- AGREEMENT BETWEEN KITTITAS COL/NTY ANDTHEC]TIESoFELLENSBuRG,ROSLYN'ANDcLEEL{.IMFORA CONSOLIDATED LODGING TAX GRANT PROCESS This Agreement is made and entered into this fu*of November ,2025,by and between the cities of Ellensburg, Roslyn and cle Elum washin-gt-on municipal corporations (the "cities" or ,,City,'), and Kittitas Col-ty, a politicat subdivision 6f th" Stut.-of Washington (the "Couufy") (collectively, "Municipalities")' WHEREAS, C.n. 67.28 Rcw provides for the collection and use of lodging tax revenues by local jwisdictions subject to certain conditions as set forth therein; and WHEREAS, the four municipalities in Kittitas County collect asd distribute lodging taxes for tourism promotion through an applicafion a:rd grant process; and WHEREAS, the four municipalities in Kittitas county entered into an interlocal Agreement for such application and grant process in 2014, which was amended in 2016' and again in 2018; and WHER-EAS, altached as exhibit A is an updated draft of the entire agreement, so that the 2016,2018, and proposed 2025 arnendrnents are all refleoted in one document, for pr'rposes of clarily and ease ofreference; WHEREAS, each municipalify wishes to amend said Interlocal Agreemeut as provided herein; NOW, THEREFORE, it is hereby agreed as follows 1. Section 2(A) shall be amended to read as follorvs: A. consolidatecl Anplication: The chairperson of each Lodging Tax Advisory committee (,,LTAC,,), orl*irai"tioluifrpointees if tbere is no LTAC, willieview existing applications and draft a consolidated application, including instructions for applicants, which will include the pre- activity reporting requiremeuts as set fortl in RCW 67.28.1816(2X a)-(b). The draft cousolidated uppticution wi[1e iorwarded to each municipality's LTAC (or other appoi"ntees if there is uo LTAC) for review and comment, r Any proposed changes to the grant application, such as format or hosting location/medium' must be oo*uoi"":r"dto the-clerk oithe consolidated Lodgrng Tax Advisory Committee (*CLTAC') no later than December of the preceding year' r The CLTAC Clerk will make reasonable efforts ts ssssmmodate a municipatity's reque'sts; however, u"v t"qu"to-tn"t "*ceed staff capacity may be defened at the clerk's discretion' r The CLATC Clerk shall approv€ und ir"pur" the final version of the consolidated application based on the feeiback from each municipality.
