ADMFIISTRATION AND GOVERAI\CE. <br />A. The KCRTRT shall be governed by the Sheriffand Police Chief' or their <br />designee(s), who shall have an equal vote and voice on all KCRTRT decisions' In the event of a <br />tie vote, the parties will work coliaboratively and in gogd faith to reach a mutualiy acceptable <br />decision and/or outcome. The Sheriffand Police Chief *'ill jointly appoint a no_n-voting Team <br />commander (see "5TAIF") qrho will be responsible for daily govemance of K-CRTRT, and will <br />attend and be the presiding officer for KCRiRT administrative meetings' The Sheriff and Police <br />Chi"f *uy each iivite or i-elegate additional staff from their agency to attend KCRTRT <br />administative meetings as nelded. Non-participating agencies may attend KCRTRT meetings <br />only at the invitatioo Jf th. Sheriffor Police Chief, or their designee(s)' <br />B. The KCRTRT shall meet monthly, unless otherwise determinedby Sheriffand <br />- <br />police Chief, or their designee(s), who also retain the privilege to call extra meetings as deemed <br />appropriate. No less tnaJforty-sight (48) hours' notice of all meetings shall be provided' <br />However, in emergency situationi tne forry-eight (48) hours' notice requirement may be waived <br />and the parties *u-y <br />"oodo.t <br />telephonic ot oitn*l meeting(s), or a poll, to resolve any issues <br />related to such emergency. <br />C. The KCRTRT shall develop writtenpolicies, regulations, and operational <br />procedures, which shall apply to all KCRTRT operationr_In the event of a conflict beween the <br />'poti"i"r, regulations, ana operational procedures of the KCRTRT and the policies, regulations, <br />unA oper*tiinal procedures of the individual members, the parties shall meet to discuss and <br />attemlt to resolve the conflict. In no event shall the KCRTRT require a party to violate its <br />policies, regulations, or operational procedures' <br />D. Each party is responsible for consulting with their assigned legal counsel on any <br />legal issues or questions arising out of participation inthe KCRTRT. The Team Commander, in <br />their discretion, may invite legal counsil from both parties to attend pssfings, or request legal <br />opinions from the parties' legal counsel. <br />\II. STAFF' <br />A. The Team Commander may be removed by action of both the Sheriffand Police <br />Chief at any time *aior any reason, *ith-o, rvithout cause, and without recourse, so long as the <br />reason for re.moval did not rriolut. any state or federal law, including but not limited to anti- <br />discrimination laws. The Team Commander appoinb.ent is for a one-yeaf term, and must be <br />approved by both the Sheriff and the Police Chief. The appointment may be extended for one or <br />mire additional terms with approval of the Sheriffand Police Chief. <br />B. The Team Commander shallprepare monthly written reports onthe actions, <br />progress: and finances of the KCRTRT, including accomplishments, training, number of calls' <br />pro6t"nnrl"oncerns, and any other matter as requested by the Sheriffor Police Chief' In addition, <br />Page 2 of9
