This agreement is entered into betw'een Kittitas County and the City of Ellensburg on <br />behalf of their law enforcement agencies pursuant to the Interlocal Cooperation Act, chapter <br />39.34 RCw and the'Washington ildutual iid P.u"" Offrcers Powers Ac! chapter 10-93 RCW for <br />the specifi.c purpose of creattg and maintaining a multi-jurisdictional team to be hereafter <br />known as the Kittitas County iegional TacticaiResponse Team (KCRTRT). This agreement is <br />in addition to any other agreement or grant of authority pursuant to RCW 10'93' <br />L pARTIES. The parties to this Interlocal Agreement f'Agteemenf') are Kittitas County <br />(operatrng througb its Sheriffs Office), a political zubdivision of the State of Washington, and <br />tn" ciq'of Efleniburg (operating throughi* Police Depa{gent), both of which are municipal <br />"orporutio* <br />operatin! r*d", the laws Jf tn State of Washington. Each party is referred to herein <br />as imembet''or'parry" and collectively aS "membefs" Or "parties." <br />II. puRposE AliD AIITHORITY. The pu4)ose of this agreem.ent is to provide Mutual <br />Aid Law Enforcement assistance pursuant to the provisions of Chapters 10.93 (Washington <br />*"t*"f aid peace offi..r, pov/ers act) and 39.34 (Interlocal Cooperation Act) of the Revised <br />Code of Washington (RCW).No separate legal or administrative entity is created hereby, <br />pursuaut to RCW 39.34.030(3)' <br />11I. TERM. The term of this Agreement shall be throughDecember 31,2025 andthereafter <br />shall automatically extend for consecutive one (1) year terms without action of the legislative <br />bodies of the participating members, unless ane untit terminated purzuant to the terms of this <br />Agreement. <br />Iv. OBJECTIVES. <br />A. The objective of this Agreement is to handle specifie criminal incidents, as well as <br />incidents involving *lupo* of mass destruction, persons in crisis, or events that may atkact <br />negative actors/aciions tlrough mutual aid, which provides for more effective use of personnel, <br />eqfrpment, funds, and training, reduced duplication of equipmen! development of specialized <br />""p"*ir*, and increased utilization/application of a combined special rlsporye team. This results <br />intcr"ased safety for officers and the community, as well as improved services and cost <br />INTERLOCAL AGREEilM'NT BETWEEN <br />KTTTITAS COT]NTY AND CIT}- OF EIIENSBURG FOR <br />REGIONAL TACTICAL RESPONSE TEA]VI <br />e,flectiveness. <br />B. The KCRTRT shall respond as requested by either party, and provide a <br />coordinated response to incidents. As special needs arise, it may be necessary to request <br />assistance and/or personnel from other law enforcement agencies at the discretion of the <br />KCRTRT Incident Commander and/or the KCRTRT Tactical Commander' <br />C.
