Draft and final annual monitoring repod submitted by April 1 each year. <br />o Submit data to Ecology's EIM database. <br />Assurnptions <br />r Countv will provide quarterly leachate pump station data to be included in each report. <br />r County will review the draft reports and provide comments within two weeks of receipt. <br />r All reports will be delivered electronically in PDF format suitable for submittalto Kittitas County Public <br />Health Department (KCPHD) and Ecology. <br />o lf missing or incomplete data is identified to no fault of Parametrix, Parametrix will notify the County; <br />and additionaltime for data resolution will be billed under a separate on-call support task as directed by <br />the County. <br />Task 3 - WAC 173-408 Landfill Methane Emissions <br />Compliance <br />Objective <br />To assist the Balefill Landfill with quarterly surface emission monitoring in accordance with WAC 173-408. This <br />work includes field monitoring and reporting. The Balefill Landfill is nearing 30 years post closure in 2027. ln <br />order to remove the LFG vents in ending post-closure care at that time, the Landfill must have eight consecutive <br />quarters of emission monitoring results per WAC L73-408-t7O (gXc). The Balefill Landfill received waste after <br />1992 and is subject to WAC 173-408 regulations. <br />Subtask 3,L - Landfill Methane Emissions Field Monitoring <br />Activities <br />Conduct six quarterly site visits for surface emission monitoring per WAC t73-4A8-L20. Each site visit will <br />comprise of utilizing a Landtec 5EM 5000 portable methane detector with global positioning system (GPS) <br />enabled to evaluate surface emissions from the closed Balefill Landfill. Prior tothe first monitoring event, <br />Parametrix will develop a walking path of the Balefill based upon WAC 173-408 requirements (25 foot spacing) <br />for utilization by field staff performing the surface emission monitoring.
