Monitoring will be performed by Parametrix staff using the Landtec 5EM5000 following the monitoring route established prior to the first event. WAC 173-408-L20 indicates monitoring should not be completed during windy periods; however, the Facility is located in an area that often experiences windy conditions. A demonstration under task 3,2 will be made to the health department regarding monitoring conditions, Monitoring will be attempted during average barometric conditions and when there has been no precipitation for 72 hours, if applicable. Upon receipt of the monitoring data both instantaneous exceedances (>500 ppm) along the monitoring route and integrated exceedances (>25 ppm average) for each grid. These results and field notes will be summarized in maps for each type of exceedance. WAC 173-408-120 allows for the reduction in monitoring frequency and spacing following 4 consecutive monitoring events in which no exceedances. This regulation provides conditions for the removal of the gas collection and control system and ceasing monitoring per 173-408-080. Subtask 3.2 - Landfill Methane Ernissions Reporting Activities Annual reporting for WAC L73-4OS is due to Ecology. The contents of these reports are outlined in WAC 173- 408-L70 and are due to Ecology by April 1 of the following year for each calendar year. As part of the annual reporting Parametrix will assist the county in development of waste in place and heat input capacity reporting following WAC 173-408-170 and incorporate these calculations into the annual report.
