23 | MWA ARCHITECTS By co-locating with the KVFR, the County will improve fire response, Coroner’s Office and Public Health Department ability to serve, and the potential for State of Washington and federal funding sources to offset funding from the County. In addition, by providing a new facil- ity on the existing underdeveloped County owned property at Bowers Field, this can also serve as an Aircraft Rescue and Fire Fighting Station (ARFF), providing immediate response to both airport needs while acting as a fire station for the growing community . mwa supports our clients in securing project funding MWA understands and has experience coordinating with the Federal Aviation Administration (FAA) during design and development of greenfield sites within airport campuses, and is familiar with regulations and requirements . MWA will implement our Program Roadmap exercise while creating the feasibility study . MWA’s Roadmap identifies and documents phases of project devel- opment, including researching, applying, and ultimately securing federal grant funding . Through this Road Mapping, we provide timelines and available funding sources and align this with project development scope . Examples of projects that MWA secured funding for and the associated funding agencies are listed below: • Department of Energy (DOE) - Pendleton Bus Barn (Transit) • Department of Transportation (DOT) - Pendleton Bus Barn (Transit) • FAA and DOT - Yakima Air Terminal-McAllister Field (Aviation and Air Cargo) • FAA - Port of Portland (Aviation) • DOT - Sandy Operations Center Expansion (Transit and Public works) MWA supports local governments throughout Washington and Oregon in researching, applying and securing grant funding . By utilizing a capital improvement program Roadmap exercise, MWA helps our clients find supplemental funding for projects that may otherwise have limited funds allocated within city and county capital improvement budgets . Overall, the program Roadmap aids the County stakeholders in utilizing existing public funds . The County is performing its due diligence to provide the most economical solution to these identified needs by requesting a feasibility study . The approach of coupling the Coroner’s Office and the Public Health Department needs with KVFR needs, simultaneously increases the likeli- hood of voter support for a future bond and lessens the cost burden from the County budget . MWA will use our past experience supporting and procuring grant money to assist the County in bringing their vision to life. MWA shall support this feasibility study by providing space needs and programming interviews and workshop, a site and systems selection workshop, and a site and personnel workflow analysis to look for spatial and programming overlaps . This allows us to right size the new facility while providing the much-needed program elements for the different stakeholder groups . MWA regu- larly coordinates with stakeholder groups across departments and agencies, sometimes with conflicting or contradictory needs, to provide beautiful, economically responsible design solutions . MWA’s design solution will support the end users and the greater Kittitas County community . Our programming process to quickly right-size and optimize site infrastructure and location within Bowers Field is outlined in the diagram below.
