MWA ARCHITECTS | 22 4. Project Understanding & Approach Kittitas County (County) is seeking architectural and engineering services to conduct a needs analysis and feasibility study for locating a new safety and health facility on Kittitas County Airport Property . This facility would enable the Kittitas County Coroner’s Office (Coroner’s Office) and Public Health Department (Public Health Department) to be moved to one location in partnership with Kittitas Valley Fire & Rescue (KVFR) . With 1301 .03 acres of county land on the airport prop- erty, it is sensible to construct a new facility on land that does not require further purchase . The County is experiencing growth, particularly to the north, prompting the development of a 20-year comprehensive plan . The 2021 Kittitas County Comprehensive Plan states that, “Kittitas County addresses challenges of future growth in a direct manner . Coordinated planning and suitable density patterns ensure that rural areas, natural areas, and working lands are sustained for the benefit of current and future generations .” The City of Ellensburg is the County seat and as such fosters the future planning of the County to support the growing populations with critical services such as fire response, public health services, coroner services, water, wastewater, and public works . Currently co-located within the approximately 100-year-old Morris Sorenson Building at 507 N Nanum Street, Ellensburg, WA, the Coroner’s Office and Public Health Department have outgrown their facilities . The Coroner’s Office relies on both local funeral homes for morgue related services to support Coroner’s Office duties . The Public Health Department currently serves the public from limited space and with limited amenities . Due to the population growth, KVFR needs to develop an additional station . To efficiently perform the duties of the Coroner’s Office, Public Health Department, and KVFR, a new, modern facility is required . The interconnected relationship between the duties of the Public Health Department and Coroner’s Office are providing data sources such as: • Issuing death certificates to track mortality rates • Identifying specific types of deaths to track emerging trends in infectious diseases, drug over-doses, fire-arm related deaths and other potential public health concerns • At times, requiring joint investigations between the department and the Coroner’s Office to identify environmental or disease related deaths Pictured: Bowers Field as captured by pilot .
