MWA ARCHITECTS | 24 <br />Once space planning is complete, we will develop a rough order of magnitude cost estimate for <br />each preferred alternative . By the end of the feasibility study, the County will have enough <br />documentation to move forward with FAA required submittals like 7460-1 Notice of Proposed <br />Construction and National and State Environmental Policy Acts (NEPA/SEPA) if they choose to <br />continue with the development process . <br />a dedicated and experienced team <br />It is recognized by the County Commissioners that it is efficient to maintain co-location of these <br />departments/offices while providing additional space, improved program elements, and improved <br />building infrastructure . This includes mechanical, electrical, plumbing and modern code compliant <br />laboratory space(s) which include areas for refrigeration, autopsies, indigent cremation services, <br />and laboratories appropriate to the Coroner’s Office and Public Health needs . MWA’s proposed <br />team includes all disciplines for a successful feasibility study: Civil, Structural, Mechanical, <br />Electrical, Plumbing, Security, Data, Information Technology, and Cost Estimator . Each teaming <br />partner is experienced the central and east side of Washington State . MWA is also teaming with <br />Subject Matter Expert McClaren, Wilson & Lawrie (MWL), who has 25 years of experience with <br />design focused on forensic, medical examiner and coroner’s facilities, and public health labo- <br />ratories and facilities. MWL recently completed the medical examiner’s office for Spokane <br />County, which is highlighted in this proposal . <br />POTENTIAL CHALLENGES MWA’S MITIGATION TECHNIQUE <br />Identifying and coordinating multiple stakeholder groups <br />needs . This project will need to adhere with the Kittitas <br />County Airport property requirements while serving the <br />needs of multiple agencies . <br />MWA will provide time in the schedule to meet with each <br />stakeholder to understand their needs . This iterative process <br />requires the appropriate time to create design techniques that <br />gain consensus from all user groups . <br />The preferred location zoning may or may not allow by <br />right for this use . <br />Should the preferred location not allow by right for this use, <br />MWA would bring in a land use planning consultant after the <br />feasibility study is complete . <br />When designing something to be built on an airport site, <br />siting it for FAA requirements . <br />MWA would coordinate FAA inclusion and predesign <br />requirements . <br />Potentially need to update the Airport Layout Plan FAA <br />(ALP) . <br />Confirm if required and include next steps and timeline <br />required to update in feasibility conclusions . <br />Airplane fuel is historically leaded . This may trigger <br />environmental concerns . <br />MWA would bring in an environmental teammate to conduct <br />environmental investigations of preferred site .
