The provision also <br /> utilizes an existing footnote, number 25, to require a <br /> conditional use permit for new schools and no conditional use <br /> requirement for existing schools . Additionally, staff are <br /> proposing removal of a portion of footnote 25 associated with <br /> the proposal that points to an overlay zone that no longer <br /> exists . <br /> CHAIR COE mentioned that the allowance should include all types <br /> of schools, like vocation, technical and trade schools . <br /> Discussion occurred. <br /> COMMISSIONER DENEEN moved to approve item 25-01 as <br /> presented with the recommendation to allow the ability to <br /> do a school, public or private, as a conditional use permit <br /> in master plan resorts and PUDs . COMMISSIONER PEARSON <br /> seconded. Discussion occurred. Motion passed 3-1 . CHAIR COE <br /> submitted his notes to the clerk for the record. <br /> COMMISSIONER HINKLE called point of order and asked for <br /> clarification on the last motion. COMMISSIONER PEARSON <br /> restated the motion. COMMISSIONER DENEEN seconded. <br /> Discussion - none . Motion passed 4-0 . <br /> Item 25-02 - Non-Accessory Storage Structures - Kittitas County <br /> code does not currently have a definition for non-accessory <br /> storage structures for residential purposes, like shops . These <br /> have been permitted but it is a gray area. The goal of <br /> presenting this item is to clarify. Staff is proposing a <br /> definition and allowances within the use table of Title 17 . In <br /> addition to the definitions, staff is proposing to add non- <br /> accessory storage structures to all four of the counties allowed <br /> use tables as permitted uses within all non-commercial and non- <br /> industrial zones . The specific composed changes are indicated in <br /> red in the supporting documents, a footnote has been added to <br /> the urban land use table to reflect specific restrictions within <br /> the City of Ellensburg urban growth area due to our interlocal <br /> agreement . The definition is a structure used to store <br /> belongings on a lot without the residence, not to be used for <br /> habitation or commercial uses . <br /> COMMISSIONER DENEEN moved to approval to the Board of <br /> County Commissioners . COMMISSIONER PEARSON seconded. <br /> Discussion - none . Motion passed 4-0 . <br /> Item 25-03 - HE 1337 Updates - The State passed House Bill 1337 <br /> in December 2023 .
