2025 Land Development Code <br />Enabling Ordinance Page 3 <br />October 7, 2025 <br /> <br />Whereas, <br /> <br /> <br /> <br />The Kittitas County Board of County Commissioners conducted an open <br />record public hearing on October 7, 2025, to receive testimony and comments <br />on the proposed items. The public hearing was advertised on the County <br />website and published in the newspaper of record on September 18, 2025. <br />SECTION II - BOARD OF COUNTY COMMISSIONERS FINDINGS <br />General Findings: <br /> <br />The Kittitas County Board of County Commissioners held a public hearing on October 7, 2025, <br />to hear testimony and accept written comments regarding the four proposed amendments to the <br />Kittitas County Code. All members of the public who wanted to testify were allowed to speak or <br />submit written correspondence into the record. <br /> <br />The docketed items discussed during the Board of County Commissioners public hearing <br />included: <br />2025-01 <br />Kittitas County Proposal: <br />Amend KCC 17.08 and 17.15 to allow school uses within the Rural 5 zone. Existing schools <br />will be permitted, and new schools will require a Conditional Use permit. <br /> <br />The proposed amendment will allow existing schools within the Rural 5 zone to be conforming uses <br />and allow for expansion to meet community needs. New schools can be established with a Conditional <br />Use permit. <br /> <br />I. The Planning Commission recommended approval of this item with two amendments <br />with a vote of 4-0. The first amendment amends the definition of “school, public or <br />private” to include trade schools. The second amendment will amend the allowed use <br />tables to allow schools within Planned Unit Development and Master Planned Resort <br />zoning designations. II. No public testimony was received for this proposal. <br />2025-02 <br />Kittitas County Proposal: <br />Amend KCC 17.08 and 17.15 to add a definition for Non-accessory storage structures and <br />permissions within all four use tables. <br />The proposed amendment will add a definition for “Non-accessory storage structures.” The use <br />will be permitted in all non-commercial and non-industrial zones. <br />I. The Planning Commission recommended approval to the Board of County <br />Commissioners with a vote of 4-0. II. No public testimony was received for this proposal.
