Kittitas County Agreement for Services (rev. 5/14/25) <br />Page 10 of 28 <br />Assumptions <br />•Soil sampling and laboratory analysis will be performed and paid for directly by the County through their <br />selected contractor and laboratory. <br />•Rangeland specialist services will be provided under this contract as a Parametrix subcontractor. <br />•Application events will follow the approved SSLAP procedures unless Ecology requires modifications. <br />•Parametrix is not responsible for field application oversight or contractor performance. <br />•Routine SEL inspections, maintenance, freeboard checks, lysimeter monitoring, sediment sampling, and <br />recordkeeping are performed by the County and are not included in this task. <br />•Any SEL technical support beyond the scope of Land Application Event planning will be addressed under <br />Task 4.0 – Necessary On-Call Civil Engineering and Environmental Design Services or as a separate task, <br />at the County’s discretion. <br />•This task covers work performed under the 2025 Ecology General Permit for Biosolids Management and <br />associated SSLAP approval. Any scope required to implement future permits or revised SSLAPs will be <br />addressed under a separate task or contract amendment. <br />Task 5.0 – On-Call Services <br />Objective <br />Provide as-needed engineering, environmental, and permitting support for regulatory, operational, and <br />technical needs at the Ryegrass Facility that fall outside the defined annual scope of Tasks 1.0 through 3.0. This <br />task covers occasional or contingent work that is only performed upon County request and authorization, and is <br />intended to address evolving facility priorities, regulatory changes, or unforeseen conditions. Below are three <br />known subtasks that will be executed during this contract, but the timing, budget, and full scope of each will be <br />determined as the work is authorized. Additional subtasks may also be added during the contract term. <br />Subtask 5.1 – LPL Closure <br />Activities <br />Activities may include, but are not limited to: <br />•Preparation of 90% design and permit documents for closure. <br />•Coordination with Ecology for closure approvals. <br />•Development of a closure phasing plan for cover system installation (schedule to be determined). <br />•Construction management and certification of closure. <br />Subtask 5.2 – New Leachate Evaporation Pond <br />Activities <br />Activities may include, but are not limited to: <br />•Siting and design of a new leachate evaporation pond downstream of the landfill.
