Kittitas County Agreement for Services (rev. 5/14/25) <br />Page 9 of 28 <br />•Waste in place and heat input capacity reporting summary per WAC 173-408. <br />•Annual Reporting for the Balefill per WAC 173-408-170 for 2025 and 2026. The annual reports for each <br />year are due by April 1 of the subsequent year. <br />Assumptions <br />•County will provide waste records for the Balefill Landfill to assist with the initial waste in place <br />reporting <br />•LFG passive vent monitoring will be completed under Task 02. These results will be included in the WAC <br />173-408 required monitoring. <br />Task 04 – Septage Facility Management <br />Objective <br />Support Kittitas County in the planning, coordination, and documentation of treated septage land application <br />events at the Ryegrass Septage Facility in accordance with WAC 173-308 and the approved Site-Specific Land <br />Application Plan (SSLAP). This task includes preparation of Land Application Event Letters (two per year <br />anticipated), coordination with Ecology for approval, and integration of vegetation and seed recommendations <br />from a qualified rangeland specialist retained as a subcontractor to Parametrix. <br />Activities <br />•Evaluate Previous Applications – Review soil sampling data, plant performance, and application results <br />from the most recent event(s) to inform planning. <br />•Coordinate with Rangeland Specialist – Work with a qualified vegetation/seed specialist subcontracted <br />to Parametrix to assess field conditions, recommend plant species, application approaches, and seeding <br />methods based on site characteristics and SSLAP objectives. <br />•Prepare Land Application Event Letters – Draft, finalize, and submit to Ecology two event letters per year <br />including: <br />o Summary of prior event performance. <br />o Proposed fields, acreage, and crop/vegetation species. <br />o Agronomic rate calculations based on Ecology-approved methods and recent soil data. <br />o Proposed application method and season. <br />o Supporting maps and tables. <br />•Coordinate with Ecology – Submit event letters, address Ecology review comments, and obtain written <br />approval prior to application. <br />•Event Summary Support – Provide County with documentation of approved application rates, timing, <br />and field-specific requirements for contractor implementation. <br />Deliverables <br />•Two draft and final Ecology-approved Land Application Event Letters per year, including all supporting <br />calculations, maps, and tables.
