i AKittitas C0Llnty Public Health To Protect and Promote the Health and the Environment of the People of Kittitas County Passport Acceptance Fees New to KCPHD in 2025, Passport Program fees are set by the United States Department of State and are estimated to generate approximately $12,000 in revenue. KCPHD is using estimates from the Kittitas County Clerk's office, who previously operated the Passport Program. 4. Federal Funding Currently, all of KCPHD's federal funding passes through a state level agency. Funds are non-competitive and, in most cases, directed to the local level by federal agencies. In 2026, KCPHD anticipates 10 fund sources totaling $473,075. It should be noted, however, that at the time of submitting this budget, the new federal budget has yet to be adopted, and funding may change in minor or significant ways. ■ Access to Baby and Child Dentistry or ABCD ($6,344) • Maternal and Child Health Block Grant ($44,196) ■ Medicaid Admatch ($30,000) • Public Health Emergency Preparedness and Response ($27,860) • Public Health Infrastructure ($100,000) • Community Development Block Grant ($81,000) • Drug User Health ($65,000) • Group A Sanitary Survey ($5,000) • American Rescue Plan Funds for Veteran Services ($113,675) 5. Local Funds Revenue from the Kittitas County Admissions Tax is the only flexible local funding the department receives and is applied entirely to the General Public Health Budget, constituting 4% of revenue. Local governments are requirec by RCW to fund the local health department in their jurisdiction. The first $100,000 of Admissions Tax is dedicated to public health in accordance with Kittitas County Code 3.22.140(a). KCPHD uses this funding to invest in local public health programs and services. For this revenue source in 2026, KCPHD is focusing on supporting the activities of the Communicable Disease division, dedicating the funds to vaccine clinic administration, communicable disease case and contact investigations including sexually transmitted infections, enteric diseases, and other mandated investigations, and the Harm Reduction program. The Human Services Division receives five sources of local revenue, each dictated by RCW as to its allowable use. The funds are highly categorical and are primarily subcontracted to community organizations to provide direct services to Kittitas County residents. These include the 1 /10th of 1 % Mental Health and Chemical Dependency tax, the Affordable and Supportive Housing tax, the Document and Recording Surcharge fee, Community Service property tax millage, and Veterans Services property tax millage.
