These additional factors are: <br />- Roadway environment (such as roadside development, number and frequency of <br />driveways and access points, and land use), functional classification, public transit <br />volume and location or frequency of stops, parking practices, and pedestrian and <br />bicycle facilities and activity <br />- Roadway characteristics (such as lane widths, shoulder condition, grade, <br />alignment, median type, and sight distance) <br />- Geographic context (such as urban district, rural town center, non -urbanized rural <br />area, or suburban area) and multimodal trip generation <br />- Reported crash experience for at least a 12-month period <br />- Review of past speed studies to identify any trends in operating speeds. <br />The new guidance aligns well with the initial scoring criteria Public Works utilizes to <br />help identify speed study requests with sufficient engineering judgement to result in a <br />change in speed. <br />Responding to a County staff inquiry to review the posted speed on Bullfrog Road and <br />consider an increase from 35 MPH to 50 MPH, Public Works began working through <br />initial screening criteria. <br />Conforming to Board direction in July of 2024, Public Works only preceded to collect <br />physical data after confirming the request met the initial screening criteria. On June 18, <br />2025, traffic tubes were deployed, and traffic data was collected at mile post 0.23. At MP <br />0.23, an ADT of 4223 vehicles were measured. <br />DISCUSSION: <br />Each of the factors FHWA recommends jurisdictions consider when setting speed limits <br />are defined below: <br />Speed distribution of free -flowing vehicles, including the pace, median (50", percentile), <br />and 85t' percentile speeds. <br />At MP 0.23: <br />- Pace Range is 39.2 to 49.2 MPH <br />- 50`h percentile is 44.5 MPH <br />- 85`h percentile is 50.6 MPH <br />Roadway environment (such as roadside development, number and frequency of <br />driveways and access points, and land use), functional classification, public transit <br />volume and location or frequency of stops, parking practices, and pedestrian and bicycle <br />facilities and activity: <br />There have not been any significant changes within the described road segment, however <br />a large subdivision within the City of Cle Elum's jurisdictional boundary is planned to <br />access from Bullfrog Road approximately I mile to the NE of the road segment in <br />
