question. The new community will access from internal city streets with three new <br />connections to Bullfrog Road. A change in speed is not likely to have any significant <br />impact on this development. <br />Roadway characteristics (such as lane widths, shoulder condition, grade, alignment, <br />median type, and sight distance): <br />Throughout the road segment in question, the road consists of 11 foot lane widths, with <br />3 foot paved shoulders falling into gradual roadside ditches. There aren't grade <br />concerns with the road, and there are two horizontal curves with design speeds of <br />approximately 50 MPH. Site distances are generally good, and there are no medians on <br />the road. <br />Geographic context (such as urban district, rural town center, non -urbanized rural area, or <br />suburban area) and multimodal trip generation: <br />The road segment is located outside of the city limits and can be loosely classified as a <br />non -urbanized rural area. Bullfrog Road connects with two state routes, I-90 and SR 903 <br />creating minimal opportunity for multimodal traffic. <br />Reported crash experience for at least a 12-month period: <br />In the previous five years there has been one reported crash within this stretch of road. In <br />the past 12 months there have been no reported accident. <br />Review of past speed studies to identify any trends in operating speeds: <br />Public Works has reviewed 4 traffic studies within this section of the road since the year <br />2016. Operating speeds are consistently between 45 MPH and 50 MPH indicating speeds <br />have not significantly changed over the years. <br />In addition to these six factors, new FHWA guidance also recommends outreach to the <br />law enforcement and the public for comment but notes that the outreach is not intended to <br />enable opinions to override the results of the engineering study. <br />FISCAL IMPACTS: <br />Posting new 50 MPH speed signs is expected to cost approximately $1000. <br />ATTACHMENTS: <br />Exhibit 1: Initial Screening Criteria <br />Exhibit 2: Speed Study Results <br />
