6 | Page <br /> <br />IV. Scope of Work <br />The following Scope of Work is an outline of the anticipated tasks and processes that will be <br />required of the chosen consultant. Consultants may propose an alternative Scope of Work if it <br />meets the requirements of Chapter 173-350 WAC, and is acceptable to Kittitas County. <br />Kittitas County will require the consultant’s services through the entire update process, <br />including any public hearings, comment periods, revisions, and adoption of the final draft <br />plan. <br />In order to accomplish the goal of complying with Chapter 173-350 WAC, the consultant will <br />undertake the following tasks: <br /> <br />Task 1.0 Plan of Operations, WAC 173-350-400(4)(f), Review and update as needed. <br />Task 2.0 Ground Water Monitoring, WAC 173-350-500. <br />Task 3.0 Closure Plan, 173-350-400(6)(d) WAC, Review and update as needed as the <br />landfill reaches final grades. <br /> <br />Task 4.0 Post Closure Plan, WAC 173-350-400(7)(b) . <br /> <br />Task 5.0 Financial Assurance Plan, WAC 173-350-400(9) , Review and update as <br />required. <br /> <br />Task 6.0 Health Department and Department of Ecology. Compile and submit <br />quarterly and annual reports. <br /> <br />Task 7.0 Biosolids Management WAC 173-308 Review and update plan as needed. <br />Review soil sampling events and provide recommendations on appropriate <br />crops and application rates. <br /> <br />Task 8.0 Necessary on Call Civil Engineering, and <br />Environmental Design Services that are not listed above for the Solid Waste <br />Department. <br /> <br /> <br />V. Proposal Format <br />Consultants submitting proposals are requested to provide the following information, which will <br />serve as the basis for evaluation: <br />A. A description of the consultant’s credentials and experience in the area of Landfill <br />development, specifically Limited Purpose Landfills and Septage lagoons with biosolid <br />applications, including work in the Eastern Washington Climate and geology.
