2.2 Contractor Point of Contact <br />The Developer shall designate a project foreperson/superintendent employed by the prime <br />contractor who is familiar with all phases of the work and who has the full authority of the <br />Developer. The foreperson or superintendent shall be assigned prior to starting construction. <br />The foreperson or superintendent shall carry a cellular phone on the job and that number <br />shall be provided to the City of Ellensburg. The foreperson or superintendent shall maintain a <br />copy of the drawings and specifications of the Agreement on the job site and mark any and <br />all changes in the work approved by the City of Ellensburg. <br />2.3 City Inspections <br />The foreperson or superintendent must call the City Light Inspector a minimum of 24 hours <br />in advance of required inspections to inspect all work as specified by the Agreement. At a <br />minimum, this includes the key installation milestones identified below. <br />The City Light Inspector must witness and approve the following key installation milestones <br />prior to the project advancing to the next stage: <br />1) Open Trench <br />i. Bedding sand — bottom of trench <br />2) Backfill <br />i. Bedding sand —top of conduit <br />ii. 6 inches to 1 foot of lift <br />iii. Trench Tape <br />iv. Complete backfill <br />v. Compaction (where required) <br />3) Vault grade <br />The City of Ellensburg City Light Department may stop work if the Developer fails to meet any <br />City of Ellensburg requirement as specified in the agreement. The City of Ellensburg is not <br />responsible forthe costs of delays incurred as a result of stopping work. The City of Ellensburg <br />reserves the right to refuse to energize the system if all required inspections have not been <br />performed and approved. <br />The City of Ellensburg City Light Department shall invoice the Developer the total amount of <br />hours the City Light Inspector(s) spend(s) inspecting the Developers work at the conclusion of <br />each month that the Developer is installing the duct, vault, and street lighting system, <br />including proofing of conduits & installation and energization of street lighting system, at the <br />Inspector's rate. The City of Ellensburg will not approve the final Development permit through <br />the City of Ellensburg Community Development Department until the Inspection Fee has been <br />paid. <br />2.4 City Light Workers and Equipment <br />City Light shall provide all labor, supervision, tools, and equipment forthe performance of the <br />scope of work described on the design and in this Agreement.
