SECTION 1 - SUMMARY <br />1.1 Scope <br />This agreement is made and entered into this 9�7 day of 2025 <br />("Effective Date"), by and between THE CITY OF ELLENSBURG, a non -charter de city of the <br />State of Washington (hereinafter called the "CITY") and Kittitas County, an entity authorized <br />to do business in the state of Washington (hereinafter called the "DEVELOPER"). <br />The purpose of these specifications is to outline the scope and minimum requirements of the <br />Developer's responsibilities in order to receive the requested capital improvements to their <br />electrical service (herein after referred to as "the Agreement"). This agreement allows the <br />Developer to pay in advance for the estimated work as part of the JOB #3450-316 the <br />fairgrounds RV park 3ph extension project. <br />The work performed shall be done in a thorough and craftsman -like manner to ensure a <br />potentially trouble -free installation; therefore, only qualified personnel will be permitted to <br />perform the work covered by these specifications, using prudent practices and methods <br />recognized as approved standards of workmanship by the electrical industry. The work shall <br />be done in accordance with the following plans, specifications, City Standards and <br />construction drawings. Drawings for electrical construction projects shall be furnished by the <br />City of Ellensburg. <br />Joint use of the trenches shall be allowed for local telecommunications companies and City <br />Utility facilities, as long as they maintain minimum clearance between City and <br />telecommunication company's facilities. Telecommunication company facilities shall not be <br />placed directly on top of or contacting any part of City Utility facilities. <br />1.3 Standard Specifications <br />The Standard Specifications of the City of Ellensburg City Light Department and Washington <br />State Department of Transportation, as described in this section, and amendments thereto, <br />shall control electric facility installation in the project. Refer to attached Assembly Unit sheets <br />for additional Detail Drawings of electrical specifications. All materials shall be installed to <br />manufacturer's recommendations. <br />SECTION 2 - GENERAL PROVISIONS <br />2.1 City Light Pre -Construction Meeting <br />Upon receiving a signed copy of the Agreement from the Developer and after the invoice has <br />been paid by the Developer for the City Light installation of underground electrical primary <br />and secondary distribution system, the parties will schedule a mandatory City Light pre - <br />construction meeting with the Developer, their installation contractor, and their electrical <br />contractor.
