NongovernmentaL/Votunteer and Community Organizations <br />continuity and vulnerability reduction have broad benefits. Private sector entities <br />are essentialto improving resilience through planning and longterm vulnerability <br />reduction efforts and the development of regulatory measures that address and <br />manage risks across infrastructure sectors. A more resilient private sector <br />strengthens community resilience by helping to sustain economic vitality and <br />ensuring the delivery of goods and services in the aftermath of a disaster. <br />Among numerous activities that promote and implement mitigation core <br />capabilities, businesses:o Analyze and manage their own risks; and <br />o Volunteer time and services; and <br />o Operate business emergency operations centers; and <br />o Help protect America's infrastructure; and <br />o Promote the return on investment realized from increased <br />resilience, developed continuity of operations plans, and reduced <br />vulnerability <br />Response <br />. Provide for the welfare of their employees in the workplace <br />. Should have a direct link to emergency managers and, in some cases, be <br />involved in the decision-making process <br />. Critical infrastructure-such as privately-owned transportation and transit, <br />telecommunications, utilities, financial institutions, hospitals, and other health <br />regulated faci lities-should have effective busi ness contin uity plans <br />o Unique private sector organizations, including critical <br />infrastructure and regulated entities, may require additional efforts <br />to promote resilience <br />o Certain regulated facilities or hazardous operations may be legally <br />responsible for preparing for and preventing incidents and responding when <br />an incident occurs <br />o Participate in state and local preparedness activities by providing resources <br />(donated or compensated) through local public-private emergency plans, or <br />mutual aid and assistance agreements, or in response to requests from <br />ment and n overnmental-volunteer i nitiatives <br />Recovery <br />. Participate in coordination opportunities during pre-disaster planning <br />processes. Maintain communication with the recovery officials about the status of <br />operations and supply chains, as well as restoration challenges and timelines <br />. Businesses that plan for disruption are less likely to go out of business after <br />an incident than those that do not <br />o Develop continuity plans that include actionable, effective, and <br />accessible internal communication processes and protocols to <br />convey critical information. May provide volunteers, leaders, technical assistance, commodities, and <br />facilities to support the recovery effort <br />All Mission <br />Areas <br />Nongovernmental Organizations include vol <br />veteran-based, and nonprofit organizations <br />untary, racial and ethnic, faith-based, <br />that provide sheltering, emergency <br />food supplies, and other essential suppo rt services.
