Scope of Work <br />Kittitas County Solid Waste 553-1763-010 <br />Ryegrass LPL and Future Uses 3 May 2025 <br />Amendment 03 <br />• Delineate potential new fields. <br />• Review testing data performed by a third party using the Soil Sampling Plan that was <br />developed for the testing of the currently proposed fields. <br />• Revise the Site- Specific Land Application Plan to include a demonstration of the viability and <br />effectiveness of several different plant species. The demonstration will include: <br />o Desktop analysis of several plant species on their ability to grow in areas of similar <br />climates. <br />o Review of available information on the crops that elk prefer to eat. <br />o Fenced off test areas which will help determine if the plants are better able to grow <br />when not being grazed on by elk. <br />o Review of annual soil testing to determine the plant’s effectiveness in removing <br />nitrogen from the soil. <br />o List of alternative plants if the crop seeds do not grow well in the site conditions. <br />• Working with a third party, such as a range land specialist, to determine the best application <br />methods for the various crops. <br />• Coordination with Ecology for approval of permit. <br />• The first year of plant monitoring. Future years will be included in a future amendment. <br />Assumptions <br />• The County will hire a third party to test the soils for the initial evaluation and the annual <br />testing. <br />• Ecology will have one round of comments on the General Biosolids Management Permit. <br />• No new SEPA checklist will be needed. <br />• Ecology will approve the General Biosolids Management Permit with the additional fields <br />once an agreement on the demonstration method is reached. <br />• The demonstration will continue for five years. This amendment only includes the first year. <br />• Further plan monitoring for the life of the permit will be included in a future amendment after <br />the scope of the monitoring work is approved by Ecology. <br />• This scope does not include coordination with other entities such as WSDOT, Central <br />University, and government agencies for funding or cooperative work. <br /> <br />Task 08 – Unanticipated, Critical Work Allowance <br />If unanticipated, critical work activity becomes necessary that is not within the authorized scope of <br />services, the County may authorize additional services utilizing the budget established in this task. <br />An allowance of $10,000 is allocated to this task.
