do a housing needs assessment, we will understand how affordable <br /> certain housing types are . <br /> CLAY WHITE presented the state rules for the counties and cities <br /> to adopt a 20-year countywide employment forecast . We know that <br /> a lot of people are going west for their jobs and there are also <br /> vacation homes in the county. We take this into consideration <br /> while developing a forecast for the county and the cities, so we <br /> can understand how many people work in the county and how many <br /> houses are in the county, to get the ratio of jobs per people . <br /> Discussion occurred regarding LAMIRDs and the constraints within <br /> the Growth Management Act on density and allowable uses and it <br /> is still a part of the rural element . There have been recent <br /> legislature changes that allow more flexibility in LAMIRDs, but <br /> you have to show that you have the public facilities and <br /> services to serve it and that it fits the definition of rural <br /> character. <br /> The phases of the project was presented. Currently we are in the <br /> phase of collecting data and doing the capacity analysis and <br /> growth targets through working with COG. We are also working on <br /> the land capacity analysis, the housing needs assessment, a <br /> policy gap analysis (comparing the current comprehensive plan <br /> against the laws that have changed since the last update) , and <br /> the published participation plan. There are multiple tasks <br /> moving at the same time building the foundation and getting all <br /> the data compiled to move forward. <br /> The goal is to put together pre drafts of individual sections of <br /> the plan and present smaller parts of it, over four months, to <br /> the public and Commissioners . The public participation plan is <br /> almost completed. There will be community outreach events, open <br /> houses, surveys, and a website with updates to continually <br /> provide information to the public and to get feedback and <br /> participation from the public. <br /> CLAY WHITE stated that we have the comprehensive plan and the <br /> development regulations which have to be updated to be <br /> consistent with policy changes, which also includes the critical <br /> areas ordinance . These will be presented in two sets of <br /> hearings . <br /> COMMISSIONER WRIGHT asked if Kimley-Horn has developed tools for <br /> us to directly publish and put out to the public.
