He questioned if we had to redo the <br /> whole plan. Clay White stated that with resiliency we want to <br /> be adaptable to things like flooding, fire danger, county assets <br /> and looking at whether there may be risks to county assets . <br /> COMMISSIONER WRIGHT asked for an explanation of how to <br /> incorporate flooding into the climate resilient interface, as <br /> opposed to fire, as fire has a clear path. Clay White explained <br /> that if we think we are going to see an increase in flooding, we <br /> will want to consider the bridges, drought, irrigation and <br /> utilities . He stated they will be working through drafts with <br /> staff throughout this process . <br /> CLAY WHITE stated one of the first steps in updated the <br /> comprehensive plan is to distribute growth between the county <br /> and the cities . Once we know how much growth we are planning for <br /> in unincorporated Kittitas County, then we would know which <br /> action we might have to take and what infrastructure we might <br /> have to plan for. We are currently working on this with the <br /> Council of Governments (COG) and they will make a recommendation <br /> to the Board of County Commissioners, who will then adopt those <br /> targets . This is the starting place for the cities and the <br /> county to do their planning. Clay White stated that this <br /> beginning process does not bind the Board to any future <br /> decisions . If we ended up doing something different than the <br /> chosen targets, we would want to go back to the cities and <br /> reconcile the targets . <br /> CLAY WHITE stated that the Office of Financial Management (OFM) <br /> releases the population projections for each county in three <br /> different levels . The medium midway is what the state rules say <br /> that we should be planning for. He mentioned that you do not <br /> want to plan for too much growth without considering the <br /> infrastructure that comes with it . COMMISSIONER DENEEN asked how <br /> Kittitas County did from ten years ago to now with the growth <br /> population. Clay White stated that he does not have that data <br /> but will be able to provide that to him. <br /> Discussion occurred regarding the state median income . <br /> COMMISSIONER HINKLE requested the data regarding this .
