CDS DIRECTOR BALA provided an introduction of staff and the <br /> consultant Clay White, Kimley-Horn. <br /> CLAY WHITE provided the 2026 Periodic Comprehensive Plan Update <br /> PowerPoint presentation. Clay stated that we will be focusing on <br /> creating comprehensive plans that are action plans, which will <br /> set up a course of action for the county on the things that are <br /> most important to the county, the projects we want to do and how <br /> we want them to work. <br /> CLAY WHITE presented the background on the Growth Management <br /> Act . There are 15 GMA planning goals and quite a few of them are <br /> implemented through our comprehensive plan. The update deadline <br /> is June 30, 2026 . A review of the required and optional <br /> Comprehensive Plan elements was presented. One optional element <br /> is subarea plans and currently the consultants are doing a <br /> subarea plan for Easton. This is basically a focused <br /> comprehensive plan on an area so that you are able to focus on <br /> the things that are important to a smaller community. <br /> COMMISSIONER WRIGHT asked a question regarding the optional <br /> unfunded elements . Clay White stated that there is a provision <br /> on the statute RCW 36 . 70A. 710 that states when the legislature <br /> requires you to add a new element of your comprehensive plan, if <br /> the legislature doesn' t provide you with funding, then you don' t <br /> actually have to do it . He stated there is a separate statute <br /> that requires communities, especially for cities, to have these <br /> parks and recreation and open space plans through Washington <br /> Conservation. <br /> CLAY WHITE stated that there are some primary things that we <br /> have to do as part of the update, like policies and regulations <br /> so that they are consistent with the state law changes that have <br /> taken place since the last update . <br /> Discussion occurred regarding planning for additional population <br /> and how to accommodate them with housing. State law has changed <br /> the housing element requirements to include looking closer at <br /> how affordable the different housing types for people to either <br /> buy or rent . <br /> COMMISSIONER WRIGHT asked if best available science can be <br /> substituted for volume one and two with WDFW or do we have other <br /> best available science that we are working on? Clay White stated <br /> that there is a document that they will put together that will <br /> go in the record and will synthesize best available science, not <br /> 2025-3-11 MINUTES 2 <br />
