Monitoring Well B8 Plans and Specifications <br />Kittitas County Solid Waste <br />` A2.Contractor's Responsibility for Health and Safety for Hazardous Waste <br />Operations <br />The work includes drilling near the LPL and closed MSW landfill. The CONTRACTOR shall do whatever <br />is necessary for health and safety and be solely and completely responsible for conditions on the <br />drilling site for this project, including safety of all persons, employees, and property during the work <br />order period. This requirement shall apply continuously and not be limited to working hours. <br />For all Work conducted for this project, the CONTRACTOR shall ensure compliance with all <br />requirements of the Federal Occupational Health and Safety Act of 1970 (OSHA), including OSHA 29 <br />CFR Part 1910.120 Hazardous Waste Operations and Emergency Response (HAZWOPER), Final <br />Rule, and with the Washington Industrial Health and Safety Act of 1973 (WISHA), WAC 296 62 Part <br />P, as they apply to health and safety provisions for hazardous waste operations, and all other <br />applicable federal, state, county, and local laws, ordinances, codes, the requirements set forth <br />herein, and any regulations that may be specified in other parts of this Specification. <br />The CONTRACTOR shall at all times provide proper facilities for safe access to the Work by <br />authorized persons. The CONTRACTOR shall develop and maintain, for the duration of this work <br />order, a site -specific Health and Safety Plan (HASP) that will effectively incorporate and implement all <br />required safety provisions. <br />A HSP shall be submitted by the CONTRACTOR at least 14 days prior to mobilization. The GEOLOGIST <br />will review the CONTRACTOR'S HASP, but this is not intended as approval of the adequacy of the <br />CONTRACTOR'S safety supervisor, the safety program, or any safety measures taken in, on, or near <br />the work areas. <br />The HASP shall, at a minimum, include the following considerations: <br />1. Names of key personnel and alternates responsible for site health and safety and <br />appointment of a Site Health and Safety Officer. <br />2. Health and safety risk analysis for each site task and operation. <br />3. Employee training assignments. <br />4. Personal protective equipment to be used by employees for each of the site tasks and <br />operations being conducted. <br />5. Medical surveillance requirements. <br />6. Frequency and types of air monitoring, personnel monitoring, and environmental sampling <br />techniques and instrumentation to be used. Methods of maintenance and calibration of <br />monitoring and sampling equipment to be used. <br />7. Site control measures. <br />8. Decontamination procedures. <br />9. Site standard operating procedures. <br />10. Emergency response plan including the necessary personal protective equipment and other <br />equipment. <br />11. Spill containment program. <br />12. HAZWOPER Certifications of Employees <br />The appropriate safety precautions for drilling and well construction apply and shall be addressed in <br />the CONTRACTOR'S HASP. Health and safety training in compliance with 29CRF 1919.120 and <br />4 February 2025 1 553-1763-010 <br />
