Kittitas County Page 7 of 10 <br />Comprehensive Solid Waste Management Plan Revision <br />Waste staff, will make the necessary presentations and will develop a public and municipality <br />involvement strategy for use throughout the update process. <br />In order to accomplish the goal of producing a useful updated Waste Management Plan that <br />meets the needs of Kittitas County and the incorporated cities and towns, the consultant will <br />undertake the following tasks, in conjunction with the County: <br />Task 1.0 Define/Develop Methodology for Reviewing/Revising the current Solid and <br />Hazardous Waste Management Plan. <br />County staff and the consultant will meet with representatives of the local municipalities, <br />and Solid Waste Advisory Committee representatives to review the appropriate WACs, <br />RCWs, County Codes, and Department of Ecology guidelines and agree upon the <br />methodology for producing the recommended updates to the Waste Management Plan. <br />Task 2.0 Review Current Solid Waste Handling System, Achieve Agreement of <br />Municipalities and County of the Components of the Waste Handling <br />System. <br />Task 2.1 Conduct meeting with Plan signatories to: <br />a. Review alternatives. <br />b. Present recommendation(s). <br />Task 2.2 As necessary, conduct public meetings. <br />Task 2.3 Develop a Memorandum of Understanding outlining waste disposal <br />system for signature by the parties to the updated Waste Management <br />Plan. <br />Task 3.0 Draft Plan Preparation <br />Task 3.1 Review each chapter of the current Waste Management Plan, and develop <br />recommended changes, as necessary. <br />Task 3.2 Review recommended chapter changes with County staff and the Solid <br />Waste Advisory Committee. <br />Task 3.3 As necessary and appropriate, hold public meetings/work sessions to gain <br />public input on major philosophical changes. <br />Task 3.4 Incorporate input from public meetings/work sessions, County staff <br />recommendations, and recommendations from municipality and Solid <br />Waste Advisory Committee representatives, before finalizing draft <br />updated Waste Management Plan. <br />Task 4.0 Public Hearing <br />Participate in public hearing(s) on the draft Plan, following normal administrative <br />procedures including those for notice and public comment.
