Kittitas County Page 6 of 10 <br />Comprehensive Solid Waste Management Plan Revision <br />G. Consultant Responsibilities <br />The selected consultant will be required to assume responsibilities for all services offered in the <br />proposal whether or not performed by the consultant. Furthermore, the consultant will be the <br />sole point of contact for Kittitas County with regard to contractual matters, including payment of <br />any and all charges resulting from the contract. There will be no changes in the contract without <br />written approval of Kittitas County. <br />H. Termination for Default <br />The contract may be terminated at the County’s election if for any cause the consultant shall fail <br />to fulfill in a timely manner and prompt manner their obligations under the agreement. <br />III. Purpose of the Request for Qualifications <br />Pursuant to Chapter 70A.205 RCW Solid Waste Management Reduction and Recycling Act, <br />Kittitas County is beginning the process to review and update its current Waste Management <br />Plan. It is the intent of Kittitas County to contract consultant services to review the Plan, identify <br />deficiencies or sections of the Plan that need to be updated, and to develop recommended <br />language for the update. <br />The contracted consultant will work with the Kittitas County Solid Waste Department staff, and <br />representatives from the Kittitas County Solid Waste Advisory Committee to develop <br />recommended changes and perform the tasks outlined in the Scope of Work. A public and <br />municipality participation strategy will be developed and implemented as part of this project. <br />A preliminary draft of the updated Waste Management Plan should be available for public and <br />governmental review by November 2025. This date is established to show Kittitas County’s <br />desire to move forward with the review and update in a timely manner. Actual dates for the <br />completion of the preliminary and final draft Plans will be established during the contract <br />negotiation phase of this project. <br />IV. Scope of Work <br />The following Scope of Work is an outline of the expected tasks and processes necessary to <br />complete the acceptable updated Waste Management Plan. Consultants may propose an <br />alternative Scope of Work if it meets the requirements of the Department of Ecology Guidelines <br />for the Development of Local Solid Waste Management Plans and Plan Revisions and is <br />acceptable to Kittitas County. <br />The objective of this project is to produce a useful updated Waste Management Plan tailored to <br />the needs and specific conditions of the unincorporated and incorporated areas of Kittitas <br />County. <br />Kittitas County will require the consultant’s services through the entire update process, <br />including public hearings, comment periods, revisions, and adoption of the final draft Plan <br />by the municipalities that are a party to the Plan.
