11.7. <br />Acres devetopment on Vinegar Bend Road, and the entrance to Suncadia and Rockberry <br />Loop. We atso identified various seasonaI streams and ditches of particular interest. <br />Much tike Jennifer and Department of Fish and Witdtife, we are tooking to create an open <br />tine of communication and work to estabtish solutions that adhere to the interests of both <br />parties. <br />11.6.3.1. The first recommendation from WDFW's comment letter states: 'WDFW <br />recommends that att streams and their riparian management zones or buffers <br />be identified on the ptat maps; KCC 17 4.04.030 identifies a 50' buffer on Ns <br />streams. We atso request that prior to any road buitding or grading near the <br />streams, you contact WDFW to determine if a Hydrautic Project Approvat <br />(HPA) is required. "We agree to coordinate with WDFW by identifyingthe <br />Riparian Management Zones and 50' buffers on our ptat map. We witt atso <br />contact WDFW for Hydrautic Project Approvat (HPA) determination for the <br />various areas within the project that might require an HPA. <br />11.6.3.2. As discussed, we witl seek formal recognition of the North ern 21 parcets and <br />North-Central(171934) parcet as a Native Growth Protection Area according <br />to KCC 17A.O1.090.2. This designates these parcels in question to be <br />protected from development. WDFW is suggesting that., if Recreationat Open <br />Spaces are estabtished to mitigate potentiat impacts to Priority Habitat and <br />Species, "motorized recreationaI uses shoutd be better understood." There <br />are established motorized recreation traits and uses within this area with said <br />traits and uses projected to continue into the future as they are now. KCC <br />17A.O1.090.2 does not [imit recreationaI use of Native Growth Protection <br />Areas as it states in that Kittitas County Code section that "Native growth <br />protection areas sha[[ be used in devetopment proposals for tand division to <br />detineate and protect those contiguous criticaI areas and buffers tisted <br />betow: (v.) att other lands to be protected from alterations as conditioned by <br />project approval." As section (v.) most ctosely adheres to the conditions of the <br />proposed Ptanned Unit Devetopment., it can be observed that existing <br />recreationat and identified expansion of said recreation do not appty to this <br />section. <br />11.6.3.3. Prior to approval of the Finat Devetopment Ptan we witt devetop a Recreation <br />Management Plan as suggested in this comment tetter which witt inctude <br />Native Growth Protection Areas. Said ptan witt inctude the current and <br />possibte expanded trait system and specific areas of Native Growth Protection <br />with rules for the use of said traits and Native Growth Protection Areas. A <br />covenant on the area that includes the recreation management ptan, and the <br />areas of naturaI growth protection witt be devetoped and presented during the <br />finat ptan process. Once approved, this covenant witt be fited as a burden on <br />the identified property. <br />11.6.4. Hearing Examiner Finding: The appticant has a good understanding and wiltingness to <br />workwith the WDFWto optimize the trait network and protect priority habitat. The <br />decision is conditioned to inctude a recreation management plan for this area. <br />Washington Department of Transportation: "The subject property is adjacent to State Route 903 <br />(SR 903), a Managed Access Ctass 4 highway with a posted speed timit of 45 mites per hour. <br />Access to the highway is proposed via an existing grandfathered connection (Doubte O Road) at <br />approximate mitepost 8.6 Rt. No new access to SR 903 witt be allowed. This access may continue <br />to be used; however, a new Access Connection Permit (ACP) must be obtained for the proposed <br />use. No new approaches along SR 903 witt be attowed. The property owner is required to contact <br />Mark Kaiser of the WSDOT South Central Region Office to appty for an ACP.
