11.7.1. The proponent should be aware, we witl require a traffic impact anatysis (TlA) be inctuded <br />with the apptication for access. The TIA shatt be performed by a licensed traffic engineer <br />submitted to WSDOT for review and comment. We request that the TIA anatyze the <br />impacts to the SR 903/Doubte O Road, as wetl as Rock Rose Drive and Ridgecrest Road (if <br />any). Mitigation to offset the impacts for this proposal shoutd be identified in the traffic <br />study. <br />11.7.2. Stormwater and surface runoff generated by this project must be retained and treated on <br />site. Any discharge onto WSDOT right-of-way wit[ require an approved Utility Permit. <br />11.7 .3. Any snow accumutated on the property shat[ not be moved onto WSDOT right-of-way. We <br />encourage the proponent to not underestimate the potentiat for large volumes of snow <br />and designate a snow storage area on the property." <br />11.7.4. Appticant Response: The appticant agrees. As far as no new approaches atong SR 903 not <br />being attowed, the existing access points located at Ridgecrest Road and Rock Rose Drive <br />witt atso be used as tegat access to att and/or portions of the proposed Rostyn Ridge West <br />Ptanned Unit Devetopment. <br />11.7.5. Hearing Examiner Finding: The SEPA Determination has been conditioned to meet the <br />requirements of WSDOT. <br />1 1 .8. Kittitas County Pubtic Utitities District: "Kittitas PUD does not have any facitities in the area of this <br />project." <br />11.8.1. Appticant Response: No response. <br />11.8.2. County Response: Staff provided the comments to the appticant. <br />1 1 .9. Kittitas County Fire Marshat: "Buitding construction occurring subsequent to this apptication <br />shatt be in accordance with the provisions of the county's buitding and fire codes. Additionat <br />specific requirements may be made at the time of building construction as a resutt of the permit <br />review and approval process. <br />1 1 .9.1 . Fire apparatus access is required for this apptication. Provide fire apparatus access roads <br />with an unobstructed width of not less than 20 feet, an unobstructed verticaI clearance of <br />not less than 13.5 feet, with an all-weather driving surface and capabte of supporting the <br />imposed toads of fire apparatus. Roads constructed in grades steeper than fifteen <br />percent (1570) shatt be constructed with Porttand cement concrete with grooved <br />surfacing. <br />11.9.2. This apptication is sited in the designated high fire hazard Witdtand - Urban lnterface <br />zone. Additional setback, buitding construction, access, fire ftow and addressing <br />requirements witt be apptied at the time of buitding permit apptication. <br />11.9.3. No gate may be instatted across a required fire department access road or driveway <br />without f irst obtaining a permit from the fire marshat's office. lnspection and testing of the <br />gate witt be required." <br />11.9.4. Appticant Response: No response. <br />11.9.5. County Response: Staff provided the comments to the appticant. <br />1 1 .10. Kittitas County Pubtic Works: <br />11.10.1. Access: <br />1 1 .10.1 .1 . Approved access permits shatt be required f rom the Kittitas County <br />Department of Pubtic Works prior to creating any new driveway access or <br />attering an existing access. <br />1 1 .10.1 .2. WSDOT access permit shatt be required for this development. <br />1 1 .10.1.3. Maintenance of driveway approaches shatt be the responsibitity of the <br />owner whose property they serve. The County witt not maintain accesses. <br />1 1 .10.1 .4. Road easement may be required. <br />1 1 .10.'l .5. Road certification and road naming witt be required. <br />1 1 .10.1 .6. Second access for emergency ingress egress may be required with tot <br />count exceeding 30 tots in the mid and north devetopments.
