County Response: Staff provided the comments to the appticant. <br />Washington Department of Archeotogy and Historic Preservation: "Our statewide predictive <br />modet indicates that there is a moderate to high probability of encountering cultural resources <br />within the proposed project area. Further, the scate of the proposed ground disturbing actions <br />would destroy any archaeotogicat resources present. ldentification during construction is not a <br />recommended detection method because inadvertent discoveries often result in costly <br />construction detays and damage to the resource. Therefore, we recommend a professionaI <br />archaeological survey of the project area be conducted and a report be produced prior to ground <br />disturbing activities. This report shoutd meet DAHP's Standards for CutturaI Resource Reporting. <br />11.5.1. We atso recommend that any historic buitdings or structures (45 years in age or otder) <br />located within the project area are evaluated for etigibitity for tisting in the Nationat <br />Register of Historic Places on Historic Property lnventory (HPl)forms. We highty <br />encourage the SEPA tead agency to ensure that these evaluations are written by a cultural <br />resource professionaI meeting the SOI Professionat Quatification Standards in <br />ArchitecturaI History." <br />'11.5.2. Appticant Response: See appticants' response under the Confederated Tribes of the <br />Cotvitte Reservation. <br />11.5.3. County Response: The SEPA Determination has been conditioned to inctude an IDP and a <br />cutturaI resource study. <br />Washinglon Department of Fish and Witdtife: "WDFW recommends that att streams and their <br />riparian management zones or buffers be identified on the ptat maps; KCC 17A.04.030 identifies <br />a 50' buffer on Ns streams. We also request that prior to any road building or grading near the <br />streams, you contact WDFW to determine if a Hydrautic Project Approvat (HPA) is required. <br />1 1.6.1. WDFW is generally supportive of the Northern (21 parcets) and North-Centrat (171934') <br />parcets being designated and signed as unbuitdabte criticat areas to mitigate for the loss <br />of habitat i n the South (20202) a nd South-Centra[ (1 2065) parcels. lf the Recreationat <br />Open Space areas are to be designated as mitigation for the impacts to Priority Habitats <br />and Species associated with the high density Planned Unit Development, motorized <br />recreationat uses shoutd be better understood. WDFW recommends formaI recognition <br />of these properties as Native Growth Protection Areas (KCC 174.01 .090.2) such that the <br />protection measures are forma[[y recorded on the ptats and titles and can be enforced as <br />a permanent mitigation measure. <br />11 .6.2. We understand there are existing uses and estabtished traits throughout the properties. <br />The tocations and timing of motorized use witt have varying effects on some priority <br />species and WDFW requests the opportunity to work cottaboratively with the proponents <br />on a recreation management ptan to hetp address and mitigate these concerns. A <br />recreation management ptan for this area shoutd inctude: <br />11.6.2.1. An inventory of existing traits and their primary use (motorized or non- <br />motorized). <br />11.6.2.2. Anatysis of existing trail inventoryto determine if the traits are compatibte with <br />surrounding land use and mitigation needs for the protection of FWHCAS. <br />1 1 .6.2.3. lnstattation of signs atong traits, designating the appropriate uses. Signs <br />shoutd also be instatted atong the property boundary to ensure al[ motorized <br />traiI users are discouraged from driving onto nearby adjacent tands which <br />restrict motorized uses. <br />11.6.2.4. Comptete annuaI monitoring and reporting of the trait network and adaptivety <br />manage the area to ensure no net gain in overall trait area within the <br />designated criticaI area." <br />11.6.3.
