11.4. <br />11.3.1.1. Rostyn Ridge West and the surrounding area have a history of consistent togging <br />and strip mining for over 100 years. Mining within the tand surrounding Ronald <br />started in the 1880s. Patrick's Mine, a mine located to the east of the eastern <br />Rostyn Ridge property [ine, opened in 190^. This was around the time that strip <br />mining began in the generaI area. There were a number of smaller, individuat <br />mines, but underground and surface, att miningfor coat, within the Roslyn Ridge <br />and Rostyn Ridge properties. Since then, continuous cycles of togging and strip <br />mining have disturbed the [and, leaving no room for preservation. As can be seen <br />in the 1954 aeriat photo inctuded within the apptication, the entire property, <br />especiattythe northeast quadrant, contains sparsety forested areas and scarring <br />due to the continuat togging and mining. The 2024 aeriaI photo, in comparison <br />with the previous image, shows a dense forest, which demonstrates the regrowth <br />of the natural area. There are no historic buitdings or structures 45 years in age or <br />otder that are tocated within the project area. As can be seen by these images, <br />there has been so much disturbance of the tand through continual resource <br />retrievat that there is a very slim tiketihood, if any, that there is stitt any historicatty <br />significant site or object within this area. <br />11.3.1.2. We understand that identification during construction is not the <br />recommended course of action by the Confederated Tribes of the <br />Cotvitte Reservation and the Washington State Department of <br />Archaeotogy and Historic Preservation but based on the history of the <br />project site and general surrounding area as stated above, it woutd be <br />inaccurate to assume that there are stiU historicatty significant <br />structures or items, based on the treatment of the [and. Therefor if <br />anything of cutturat significance and/or human sketetaI remains are <br />found during construction, a[[ devetopment witt immediatety stop. The <br />appticant wil[ contact the Kittitas County Sheriff and KITTCOM's non- <br />emergency tine. The appticant wit[ complete an Inadvertent Discovery <br />Ptan (/DP) to ensure comptiance with Section 106 and atl retevant <br />state and federat cutturaI resource taws. Additionatty, the Department <br />of Archaeology and Historic Preservation (DAHP) witt be notif ied. ln <br />the event that human sketetat remains are found, the Kittitas County <br />Coroner wi[[ be requested. <br />11.3.2. Hearing Examiner Finding: The SEPA Determination has been conditioned to inctude <br />an IDP and a cultural resource study. <br />Washington Department of Heatth - Office of DrinkingWater: "The appticant indicates drinking <br />water witt be provided by the Evergreen Vattey Water System (02t 50J). DOH records show this <br />system has 287 active connections and 41 1 approved connections - so the water system <br />appears to have capacity to serve this proposed development. To conf irm capacity, what is the <br />proposed water usage or demand for this development? DOH ODW seeks confirmation from the <br />Evergreen Vattey Water System that they are wittingto serve this proposed devetopment and have <br />local capacity in their water to serve the demands white maintaining proper pressure throughout <br />the water system. ls this proposed devetopment within the service area of the Evergreen Vattey <br />Water System?" <br />11.4.1. Appticant Response: We are conf irming that the Evergreen Vattey Water System witt be <br />abte to provide a sufficient amount of drinking water for the proposed project. This <br />proposed development is within the service area of the Evergreen Vattey Water System. <br />The expected usage for this development, based on the 61 proposed tots muttiptied by <br />the average househotd water usage of 200 gattons per day, is 12,200 gattons of domestic <br />water per day. See the attached letter from Evergreen Vattey Water System confirming <br />their wittingness and abitity to serve this devetopment.
